LETTER FROM THE COMMANDANT OF MIDSHIPMEN

Dear Parents' Clubs:

In conversations with parents from across the country, it's clear to me 
our recent liberty and weekend policy changes should be explained to you 
as well as to our midshipmen.  Some have characterized these changes as 
punishment - not so.  Nor are they an attempt to set the clock back.  
Quite the opposite, they are in place to add to our program here.  They 
add structure and cause more time to be focused within the Academy 
rather than outside.
What sets us apart from other institutions are our military environment 
and high standards.  Key to the military dimension is the need for a 
viable and functioning midshipmen chain of command.  Over the years what 
had been a strong four class system, necessary for the chain of command 
to work optimally, evolved into a two class system - plebes and all 
others.  Realigning the classes by adjusting privileges is the start of 
getting back to more distinction among the classes, getting the 
midshipment chain of command to work better and ultimately providing a 
more relevant leadership experience for our midshipmen.  Some suggested 
realigning privileges by adding rather that taking away.  That was 
looked at and frankly, there was no room to do that and still have the 
midshipmen leadership around to fulfill their leadership and oversight 
responsibilities.  Also, the Naval Academy academic program for most 
midshipmen is not one that can be properly carried out just during the 
week.  To get the most out of it, some time on the weekends must be 
devoted to doing what our country expects our midshipmen to do - excel.  
For those who can, the program has incentives that afford up to five 
additional weekends per semester.
We've also made changes which affect parking for first class midshipmen 
and training tables for our athletic teams.  With regard to parking, we 
reclaimed an area that had been tennis courts.  It will be returned to 
athletic use and, moreover, will restore the appearance of the back of 
Bancroft Hall to an image consistent with the Academy.  As of now we 
still have unused first class spaces on the Yard proper, and the 
midshipmen leaders have implemented a plan for apportionment of those 
spaces.  As for training tables, teams can still sit together but we 
have done away with a special seating area that was grossly 
underutilized and wasteful.
I know the changes are not popular; but they will have a positive effect 
on our overall program at the Academy.  I thank you for your continued 
interest and support for what we are doing as we continue to produce the 
best officers our Navy and Marine Corps has ever seen.

In addition to the above letter, the Commandant also clarified some 
questions that have come over e-mail:
- we are not giving anthrax shots
- car policy is unchanged but we have made changes to the first class 
parking areas
- Midshipmen who have an alcohol related conduct offense will not be 
able to get a car sticker which will allow them to bring their car on 
the Yard.  This means even during underclass years an alcohol offense 
will affect car privileges first class year.
- regarding the 2 mile limit, exceptions are private residences, Stadium 
or Naval Station designated parking areas and in bona-fide lots/garages.  
So mids can have their cars within 2 miles as long as they are in one of 
the exception areas.  This is in consideration of the congestion in 
town.

A suggestion!

When my husband and I were returning from the Navy-ND game, I heard an
interview with Douglas Waller discussing  his book about Naval Aviation.
His book is titled Air Warriors.  I bought the book for my son -- I haven't
read the entire book but it is fascinating -- as a wife a former Naval
Aviator, it hits the mark!

No financial  interest -- I ordered it through Barnes and Noble -- as a mom
of a Plebe -- our choices of Christmas gifts are limited!

Did anyone else buy shaving cream over Thanksgiving???????

.  The most seriously injured cadet was Dennis Galligan.  His parents
are new members of our
cyber-  support family and are recent presidents of the Lower Alabama
Parents Club.

Their son is on his way back to West Point and expects to spend the
night
at Keller for observation.  His injury consisted of a broken neck
vertebrae
and he'll be in a neck brace for a recuperative period.  However, he
expects to
resume a normal schedule . . . including taking exams.

MIDSHIPMAN COLLAPSES AND DIES AT NAVAL ACADEMY 

Annapolis, MD--A twenty-year-old Naval Academy midshipman died early this
morning after collapsing during a touch football game that was one of many
Army-Navy week spirit-related activities.
    At approximately 12:45 a.m., Midshipman Fourth Class Steven L. Douglas of
Tulare, Calif., was playing with other midshipmen on Turf Field at the Naval
Academy in Annapolis, when he collapsed.
    Emergency Medical Personnel from Anne Arundel Medical Center in Annapois
attempted to resuscitate him on the field but their efforts were unsuccessful.
Midshipman Douglas was taken to Anne Arundel Medical Center where he was
pronounced dead.
    An autopsy will be conducted to determine the cause of death.

Thanks, Marilyn, for the tip on Air Warriors.  I found it at Amazon .com  
and it received a 5 star rating.

My husband had a great idea for those of us that live too far away to 
make frequent trips to the Academy.  We are having our plebe buy a throw 
away camera and take pictures of his room, roommates, of him dressed up 
for the Christmas sit down dinner, etc. and any other things he thinks 
we might like to see.  We were there for Parents Weekend, but he has 
since moved to a renovated wing, and we didn't meet his roommates.  
We'll get the film developed while he is home for Christmas, and it will 
give us a better feel for his life at the Academy.

The camera idea works wonderfully!!!  I sent one, and then another
disposable up to Gus this semester.  (Had to be low key about it...)  He
casually produced the pictures when here for T-Day weekend...now I have a
gallery of (lovable) rogues ... all his plebe classmates in his company and

It's been awhile since I wrote and wanted to "share the experiences" of
the Army/Navy weekend with you parents who couldn't be there.  It was my
first of hopefully many.  This is what I like reading on this listserv,
so this is what I write.  

>From the assembling in the parking lots, and finding our son for a
pregame hug & picture, to the march on, to the parachutists (8 in all, 4
army, then 4 navy seals with smoke flares), to the cannons and the
national anthem and the "prisoner exchange" (ask your mid), to the
non-stop mid vs "kaydet" cheering, to as hard fought a contest as I've
ever seen, to the highest scoring game in the 99 year history of the game
...  to our Ohio Jason Snider coming back from a spleen injury to recover
two fumbles ... absolutely incredible.   Each mid was given a yellow foam
rubber sword ("Run through them Navy"), a small cowbell, and a white "Go
Navy" towel.  They never stopped ...... never stopped.  Eventually they
tore of yellow foam and stuffed in their ears ... but they didn't stop
making noise!    Handsome one moment, wild kids the next.  Wow.

The game was saddened by the collapse of a railing as cadets aped for
cameras.  All are now fine, but 30 minutes of ambulances cast a spell.

So did losing.  Next year.   Go, navy.

Our son was playing volleyball the next day in a tournament with Rutgers
and several others. He was not permitted to stay with us, but he could
have dinner with us if we got him to the hotel by 0100.  The wires were
crossed with my son, and as the vans pulled away I asked if he had
directions to the hotel.  He did  .... it was in Staten Island!   So we
canceled the expensive-but-fleabag-hotel in Philadelphia, then ate dinner
on the way, and got everyone to the hotel after midnight ... then we
headed for home ... stopping in Lehigh, PA at a little Days Inn.  
Hectic, crazy and wonderful.   He brought some mid friends/teammates
along as well ... they had eaten breakfast at 0500, were given a lunch
including Surge, snickers, beef jerky which they ate as soon as they got
off the bunch at 0830.  Hot dogs at the stadium were $4.  By the time I
took them to dinner, those boys could eat!   What fun to see them enjoy
themselves and interact ... as gentlemen, officers.   So polite, but so
full of life.  And Ka-ching!!  Now I know who orders those 20oz steaks
... and desert!

Our son was actually quite down that evening.  The week had been wild
(and fun for him) but with very little sleep.   The news of 4/c Steven
Douglas collapse during a touch football game was quite disturbing to
them; one of the mids was present when it happened and all had not heard
about it until then.   And the loss to army, and the confusion about
Staten Island, and I think sharing his family, etc, etc.    Probably some
anxiety about exams this week; real close to the Supt's list and wants to
be there.   Emotions were running high and low.   Ann had made dozens of
cookies to share with the VB team, and a boxed care package for this
week.   Dialogued on the instant messenger with him Monday night.   He's
getting back on track.

There is memorial service today (weds 1200) at USNA and funeral in
Visalia, CA sometime later this week.  My heart and prayers go out to his
mother and  classmates.   I know all of yours do as well.

These young men and women are doing something incredibly powerful.
I'm proud of them all.

Thanks Jim.  I feel like I was at the game now.  Our son filled us in on
his views from the game and he was concerned about the railing incident
since a High School buddy is a Woop.  I had names by Sunday and reassured
him that Mat was not among the injured.  I got a smige of the craziness
when Brad informed me that he and an upper in the Glee Club had swapped
shoulder boards for the day.  Brad was also in the banner stealing group.

Brad has a busy week with the rehersals for the taping of the President's
Christmas Special on Sunday in DC.  The Men's Glee Club is also performing
Handel's Messiah this weekend.  I believe it is also being taped to be
aired NEXT season on PBS.  The President's Christmas Special is being
shown on NBC Friday Dec 18th.

For everyone with traveling Mids I pray for good weather.  I know the
weather CAN'T be good everywhere, but at least managable!  Have a
wonderful holiday season with your Mid close by!

Ah, James & Ann, thank you more than I can say.  Reading your journal of the
Army/Navy day and your dinner with those bottomless midnn, and of your son's

I stand corrected on the location of next year's Army-Navy game.  I must
have read an article that speculated on a move of the game to Jack Kent
Cooke stadium because Bill K has told me that the schools are scheduled to
take to the fields in PA again.

Oh well, wishful thinking on my part.  Now I'll never see a game in person.

I subscribe to a college football news page on the Internet -- this article
came across today -- I can't believe it -- well -- I guess that I should not
be surprised.  A concrete wall collapsed at Three Rivers Stadium in
Pittsburgh last Sunday and that firm blamed it on "drunken, angry fans."
Talk about passing the buck!!  These stadiums are built for sporting events,
not symphonies or ballets -- of course, fans get excited!

Firm blames crowd for broken railing
(AP) - An engineering firm blamed abnormal crowding conditions for the
railing collapse at Veterans Stadium in Philadelphia that
sent nine Army cadets and prep students crashing to the ground during the
Army-Navy game. The engineers from HNTB Sports
Architects of Kansas City, Mo., reached the same conclusion Thursday as the
city Department of Licenses and Inspections: The
railing gave way because there was too much pressure against it, not because
it was defective. "They indicated from their visual
examination that there was no sign of any rust, corrosion or structural
defect and the incident was caused by too much crowding and pushing," Mayor
Edward Rendell said. As long as the abnormal crowding conditions were not
replicated, there was no reason that the railings would not perform as
intended, the
engineers said.

"It should be noted, similar incidents have occurred in other stadiums when
crowds have congregated and caused excessive lateral force at the
handrails," the report said. Nine Army cadets and prep students were injured
when the railing broke as they cheered for television cameras during
Saturday's nationally televised game, sending them tumbling about 15 feet to
the
artificial turf. Kevin Galligan, 21, of Fairhope, Ala., was hospitalized
overnight after the game with a broken a bone in his
neck. Rendell said all railings have been declared safe for the Eagles' game
Sunday against the Arizona Cardinals. The broken
railing has been replaced.

He was discharged from Jefferson last Sunday (12/6) afternoon and spent the
night at the West Point Hosptial for observation.  They didn't want to take
any chances and could provide a more restful environment there than in the
barracks.  He was attending regular classes on Monday and is "back into the
normal routine" including final exams.  He has a neck brace as is normal with
a broken vertebrae and is on a normal track to full recovery.  

It looks like this story is NOT going to have a sad ending!  All of the
injured cadets seem to be mending well! (:>)  A BIG THANK YOU to everyone in
the extended cyber-community for your thoughts and prayers!

Just a thought -- I have read that the Army-Navy game is to be held in
Philly until 2002.  Perhaps we should have a "write in" campaign to have it
held in Washington DC at Jack Kent Cooke Stadium, citing unsafe conditions
and uncooperative public officials in Philly.  I know that this is closer to
Annapolis but I would think that should not be a major problem -- I am sure
that there are more than a few Army folk in the DC area!  Let's write the
Athletic Directors, our congressmen etc.

And yes, I am certain that I will never be welcome in Philly!!

Fellow USNA-NET Members, 

A recent message caused me to write and to add a suggested fourth rule to our
previous list, enclosed.

It seems to me that ours should be a listserver dedicated to information
distribution and mutual support.  Activism for virtually any cause presents
problems.  That is because (a) our members may not all agree that a given
course of action (if any!) is best and (b) we may inadvertantly run contra to
the work being done by USNA officials.  

From having dealt with this situation at USMA for a number of years, I know
that the officals there DO NOT WANT parents . . . or anyone else . . . to be
involved with lobbying efforts.  They have found that the potential harm from
an uncoordinated action can far outweigh any good which might be produced.  

Specifically in the case of the Veterans Stadium accident, I'm sure that those
responsible for negotiating a new contract are aware of the accident.  They
are in possession of a LOT MORE data than we could ever possibly hope to
obtain.  It seems to me that we should rely on their professionalism to
execute a contract in the best interests of the Academy. 

Of course, individuals are free to express opinions directly to the USNA
administration regarding this or any other matter.  However, I don't think
that this is appropriate ground for us to get into on this listserver.  

If you have thoughts on the enclosed proposed addition to the Rules of
Operation, send them to me directly.  Please DO NOT broacast anything further
regarding this topic.

	I would have to think more on that one.  Honestly, thank you for
bringing it up before us.  You have a good point.
	My objection is, people have enough trouble getting around DC
normally.  The crowds and extra expenses for some 'rents would be very
difficult.  It would be worse than Commissioning day with the pres there.
The world is closed off very early for his 'passage'.

A:  The current 10 year contract with the City of Philadelphia started in
1993.  That means that the last year of the present arrangement would be 2002.
All of the remaining years are planned to be played in Philadelphia.  Current
(12/98) indications are that next year's 1999 game will be in that city's
Veterans Stadium.  

There has  been some discussion about **possibly** moving the 2000 game to
Landover Maryland's Jack Kent Cooke Stadium when it is Navy's turn to be the
"at home" team.  Nothing firm has been determined in this regard.  If such a
move took place, an additional year would be added to the existing contract.
In that case, the site would continue to be Philadelphia for 2001, 2002, and
2003.  Of course, all such projections are "subject to change" until
finalized! 

A new contract is normally discussed jointly between the Athletic Directors
and then negotiated with the sites offering to host the game.  This contest
has been traditionally played in Philadelphia with a few other venues used
from time to time.

After the Army-Navy game comes exams.  Most parents have their mids at home
and don't check E-Mail.  As a result, our network traffic drops to virtually
zero during this period.
