To all,

Just a quick note to all of you to extend our best wishes for a Happy New
Year.

Now that your Mids are happily (?) on their way back to Bancroft and you
settle in for the cold, dark Winter months, we thought we'd take this
opportunity to remind you all of a few things with regard to our Lists and
their Operation.  Please bear with me, I'll try to keep it short.


AOL Members...
You can't use the new Version 6.0 to send mail to our system.  V6 cannot
send in Plain Text and Rich Text Formatted (HTML) email really messes up our
server.  You can still send messages using Version 5.0 which is still on
your computer, just look for it under "Start - Programs."


Jokes, poetry and such are prohibited by our Rules of Operation.  I'm not an
old grouch but these things have a way of getting out of hand very quickly
and clogging up our system with BS instead using our system's resources for
those things which really are important to our membership.


Please take the half hour or so that it will take to read all of the
Frequently Asked Questions (FAQs) on our web site (www.USNA-Net.org).  You
will find all sorts of things about our operation asked and answered
including things which encompass our most common Rules violations.


We will not be processing subscriptions for the Class of 2005 until April
1st, 2001 but it is never too early to tell potential new members about our
service and especially our web site and Parents' Handbook.  We ARE accepting
subscription requests for '05 now but we will hold them until 4/1/01.  If we
get too many newbies involved too early, it just makes for too much message
duplication later in the Spring.


We wish to encourage all of you to participate by posting questions and
answers and by participating in discussions on the Lists.   Just remember
that your message will go to between 1,000 and 1,600 mail boxes every time
you hit the send button.  Please try to keep the "fluff" down to a minimum.
That's why we have a Chat Room.  Let's use it.


Remember that "certain" topics belong on "certain" lists.  All Plebe stuff
belongs on USNA-Plebe and likewise, all sports stuff belongs on USNA-Sports.
All of the rest goes to USNA-Family.  Also, NEVER post the same message to
more than one list.  That causes a huge duplication of effort and email.


Lastly, as the year and the century ended, USNA-Net picked up another web
award for excellence.  Check it out on our web site (www.USNA-Net.org) under
"Awards" in the main menu.

Ok.  Here it is.  The OFFICIAL word on the New Phone System for Bancroft
Hall.

(I envy all of you who will have the ability to call your Mids because, for
the four Years that our Michael was at the Yard, we could only call in
during his firstie year when he and his roommate were 10th Company
Commanders and were afforded the "Special" privilege of having a phone in
their room.)

This information has been provided as a public service to our Parents.  You
MAY share this information with other Parents in your local Parents' Club,
publish it in your newsletter or otherwise pass it along to anyone who would
have an interest, etc.

Please be sure to read the "Etiquette" section and make sure that you abide
by it as well as encourage all of the rest of your family and friends to do
so as well.

Bancroft Hall Telephone System.

   A. Overview.  The Bancroft Hall Telephone System will support all
midshipmen, including stripers and other midshipmen with existing in-room
telephone service.  There is one analog telephone line and one telephone
number per midshipman room.  Each midshipman in a room has their own private
voice mailbox.  Each midshipman will be charged a monthly telephone fee (10
months per year).  The monthly charge includes local dial tone, voice
mailbox, caller ID, and call waiting.  The telephone switch does not allow
direct dial long distance calls or collect calls.

   B. Calling Other Midshipmen.  When calling from one midshipman room to
another midshipman room, dial 1 followed by the destination's four-digit
room number.  For example, to call a midshipman living in the 1st Wing-Deck
4-Room 30 dial 11430.

   C. Calling Naval Academy Faculty and Staff.  Midshipmen calling
non-midshipmen numbers in the yard or at the Naval Station will dial 3
followed by the four-digit number (i.e. 39000).

   D. Local Dialing.  The local dialing area includes:  Annapolis,
Armiger-Gibson Island, Brooklyn Park-Linthicum, Crofton, Glen Burnie,
Millersville, Odenton, Sherwood Forest, Severn, and Severna Park, and West
River.  Dial 9 for local dialing access, then dial the 410 area code
followed by the number.  Ten-digit dialing must always be used when calling
all Maryland telephone numbers.

   E. Long Distance Dialing.  The telephone switch will not allow
direct-dial long distance calls or incoming collect calls.  Midshipmen must
establish their own long distance calling plan.  The long distance calling
plan can be an operator-assisted call, credit card, prepaid telephone card,
or a 1-800 long distance carrier.  All destinations outside of the local
dialing areas listed above are long distance.

       (1) Operator Assisted and/or Credit Card.  To charge a long distance
telephone call to a credit card or to another telephone number, begin by
dialing 9.  Upon hearing dial tone, dial 0, followed by desired number or
wait for operator assistance.

       (2) Prepaid Cards.  A prepaid calling card can be purchased at
various locations such as a convenience store.  Each card allows a
predetermined number of minutes for long distance.  To use a prepaid calling
card, dial the 1-8xx telephone access number, printed on the back of the
card.  An automated voice prompt will tell you to enter your PIN (sometimes
referred to as an "authentication code").  After entering the PIN, the
automated voice attendant usually states the number of remaining minutes or
credits and may warn during a call when 1-3 minutes remain.  The specifics
depend on the long distance carrier and the card.  When buying a prepaid
calling card, ask these questions:
            (a) Are you charged for a call when there is no answer or when
the line is busy?
            (b) Is there a minimum charge for each call?
            (c) Is there a monthly charge even the card is not used?
            (d) Does the card have an expiration date?
            (e) Do I know the provider of the card?
            (f) Is the provider a reliable company that will be around long
enough for me to use all the time I pay for?
Is the card really a good deal after taking all the hidden fees into
account?  The following are issues to watch for when using pre-paid
telephone cards:
            (a) Hidden connection charges, taxes and surcharges on cards
that claim to have "no fees".
            (b) Large billing increments requiring calls to be rounded to
the "nearest 5 minutes" with a monthly service fee automatically deducted
from the card's balance.
            (c) PIN codes that do not work with toll-free access numbers.
            (d) Access numbers that are constantly busy or simply do not
work.
            (e) Card issuers that go out of business, leaving cardholders
with a useless card and no way to recover the money spent cards.
            (f) Poor quality connections.

      (3) 1-800 Long Distance Carrier.  Begin by dialing 9. Upon hearing
dial tone, dial 1, followed by desired toll-free connection number(s).

    F. Calling a Midshipman in Bancroft Hall.  Anyone wishing to contact a
midshipman must dial the new Midshipman Main Telephone Number
(410-990-1570).  Callers dialing this number will be connected to an auto
attendant and will be able to directly dial a midshipman's five digit
extension, access the dial-by-name feature (the dial-by-name feature allows
callers to "dial" a midshipman by entering the midshipman's name using the
touch-tone keypad), or transfer to the Bancroft Hall Main Office
(410-293-5001).  Callers from within the Naval Academy and Naval Station can
telephone midshipmen using 5-digit dialing (dial 1 followed by the room
number) or using the procedure described above.

    G. Online Midshipmen Telephone Directory Assistance.  Midshipmen
telephone numbers can be located using your Netscape browser.  Use the
online directory lookup feature http://www.usna.edu/USNAonly/dirlook.html.
For another option, use the Midshipmen Information System (MIDS),
http://www.usna.edu/MIDS/.  MIDS is the official source for midshipmen room
numbers.  Both sources restrict access to midshipmen, faculty, and staff,
and, thus, are not available to individuals who do not have Naval Academy
network accounts.  No midshipmen 'white pages' telephone directory will be
printed.  Individuals attempting to locate midshipmen telephone numbers by
dialing directory assistance will be automatically connected to the
Midshipmen Main Telephone Number (410-990-1570).

    H. Features.  Each telephone line will have voice mail, caller ID, and
call waiting.

         (1) Voice Mail.  Midshipmen can retrieve their voice mail messages
from telephones anywhere in the world.  From within Bancroft Hall (the 990
telephone exchange) or anywhere else at USNA or the Naval Station (293
telephone exchange) Midshipmen access the voice mailbox by dialing 11570 and
then entering their personal mailbox ID and password.  Outside of USNA
midshipmen must dial 410-990-1570.  You must establish a personal password
and establish your 'name' immediately so that the dial-by-name feature works
correctly.  Never give your password to anyone.  On the first day of service
midshipmen will receive detailed instructions on how to set up and use their
personal voice mailbox.

         (2) Caller ID.  Caller ID displays the names and telephone number
of the calling party.  Caller ID requires a visual display.  The display can
be part of the telephone handset or a separate device.  Initially, caller ID
will display incoming telephone numbers of calls from other midshipmen.
Caller ID from USNA or from outside Bancroft and the Naval Academy will be
activated in the spring.

         (3) Call Waiting.  Call waiting indicates there is an incoming
telephone call while you are on the telephone.  A special tone alerts you of
the second caller.  By briefly pressing the switch-hook, the second call is
answered.  You can switch between callers, as often as you like.  Each
conversation is private and cannot be heard by the other caller.

         (4) Emergencies.  Dial 33333.  For all medical, fire, security, or
safety emergencies, contact the Naval Academy Security Dispatcher, by
dialing 33333.

3. Etiquette.

     A. Phone Etiquette.  Professional courtesy is important when sharing a
telephone. Below are guidelines to follow:

          (1) Make sure you discuss telephone use with your roommate(s).
Talk about giving each other messages.  Discuss where messages can be left,
if you will use a message board/message pad.
          (2) How late is too late for friends or family members to call,
and how long is too long to talk on the telephone?  Telephone calls
generally should not be made before 0700 in the morning or after 2130 or
2200 at night.
          (3) Respect the privacy of others.  How loud is too loud to talk
while on the telephone?
          (4) Practice common courtesy with your roommate in sharing the use
of and time on the telephone, respect quiet and study time, and avoid loud
conversations.  Take good telephone messages.
          (5) No telephones may be placed in hallways or common areas.

    B. Voice Mail Etiquette. Voice Mail Etiquette requires that midshipmen
manage their voice mailbox from the perspective of the caller:

          (1) What does the caller hear?
          (2) What options do they have if they don't want to leave a
message?
          (3) Can they leave a message with confidence that it will be
returned?
          (4) Will they know when to expect the midshipman's call?
          (5) Greetings should be concise and provide immediate options for
the caller.  Specifically, a proper greeting must provide name and, where
appropriate, information (i.e. Company commander, club president).

4. Misuse or Abuse of the Telephone System.  Accessing and using the
telephone system in a manner for other than its designed use is prohibited,
and is considered fraudulent.

     A. Modification.  Rearranging or tampering with wiring and/or jacks is
prohibited.  Deliberate actions that result in the degradation of the
performance of the telephone and voice mail systems can result in loss of
telephone privileges.  Midshipmen will be financially accountable for damage
or modification that requires restoration to the system's original
condition.

     B. Inappropriate or Unacceptable Use.  The USNA telephone system is
never to be used for ethically questionable or unprofessional activities
such as: foul, inappropriate, offensive, slanderous, illegal, derogatory,
harassing, discriminatory, sexually explicit language or racial, religious,
and ethnic slurs; soliciting for commercial ventures; gambling; or
distasteful jokes.  Making fraudulent telephone calls is against the law and
will result in loss of telephone service. Abusers will face disciplinary
action.

    C. Modem Use.  The receipt, transmission, or retransmission of data
using a modem and computer system or any other electronic device is
prohibited.

5. Services.  Midshipmen request maintenance service using e-mail.  Access
the Web site http://www.usna.edu/TelComm/MidPhones/ for service.  From this
URL access 'Requesting Telephone Services' and complete the request form at
the bottom of the page.  As an alternative, send e-mail directly to an
account called 'telephone'.  The mail is electronically delivered to USNA
Telecommunications for processing.

6. Costs. To recover recurring costs of operating their telephone system
Midshipmen will be charged a monthly fee for ten months per year.  The
telephone fee for spring semester is:
    January $7.50
    February $15.00
    March   $15.00
    April   $15.00
    May $15.00

Since  many of you will soon be making preliminary travel plans to attend
either Herndon or Commissioning, both in May, it's time to announce our

THIRD ANNUAL USNA-NET HERNDON MEMBERSHIP GET-TOGETHER

It will be held on Sunday, May 20th, 2001    9:00 PM to Midnight

at Buddy's Crabs and Ribs, Annapolis, Maryland.

This is the Sunday evening immediately before the Climbing of Herndon on
Monday, May 21st, 2001.

Everyone is welcome.  You may bring ANY relatives or friends, Sponsor
parents or Mids who can be dragged or otherwise coerced/bribed into
attending.

(See our web site http://www.navy-usna.org/meetingfollowup.html for pictures
of last year's get-together which was telecast live over the Internet for
those who could not attend themselves.)

Last year we had over 400 members show up and everyone had an absolute
blast.  Finally you will have a chance to put a face and a handshake with
all of those names.  Sandi and I will be there and so will a whole lot of
locals and Sponsor Families.  This is especially a great event for Plebe
Parents who will be there for Herndon and have come to know each other over
the Internet but never got to meet other members.

Here's how it works.  This is a VERY informal event.  Dress is casual.
There will be a cash bar and everyone is free to partake or not as they
wish.  Buddy's will provide finger food and basically give us the run of the
place for the three hours between 9 and close at midnight.  (They normally
close at 10:00 PM on Sunday but will stay open extra late just for USNA-Net.
You may also come early and have dinner at the restaurant but dinner
reservations are highly recommended if you chose this route.

We'll talk about this more as the time draws near but MARK YOUR CALENDARS
NOW and PLAN ON ATTENDING in May.
