Dear USNA-Net Family and Friends,

Most of our members have expressed special gratitude and thanks to the
Annapolis Area Sponsor Parents who have done so much for all of our Mids
since our lists went into operation four years ago.  We have heard many
tales of the generosity of other parents who opened their homes to Mids
traveling to far off locations for special functions like concerts and
athletic events.  And we have also heard from many parents thanking our list
members for coming to the rescue of a stranded Midshipman who needed a ride
or a place to stay while traveling.  Many of our members who live elsewhere
across the country have lamented that they wished they could host Mids in
their homes as well, but live too far away from the Yard to be able to do
so.

Well...  We put our heads together at USNA-Net and decided that we should do
something about that.  We have designed a program we have decided to call...

The USNA-Net Safe Harbor Program.

Now you, too, can play Host to a Midshipman who may need your help while
away from the Academy.

Here how it works...

A Mid finds him/herself stranded in a strange city with a broken down car -
without a room for the night or in need of local transportation or a home
cooked meal or any one of a number of things.  The Mid can call our 800
number and tell us where he/she is and what the problem is.  We will locate
a local parent who has volunteered to be of assistance and put them in
contact with each other.

If you're a Mid in a jam, just call our toll free telephone number.  There
is a list of locations where assistance is available all across the country
on our web site at www.USNA-Net.org.  Click on the Safe Harbor Life
Preserver on the Main Page.

If you're a parent who wants to register as a volunteer Host in your area,
here's what's involved.

A volunteer Host must be willing to be of reasonable assistance to ANY
Midshipman who may require assistance in their area.  This may include
providing temporary lodging for one or more nights, providing local
transportation, a home cooked meal or long distance telephone service.  In
general, whatever might reasonably be needed by a Mid who is traveling away
from the Academy.

The volunteer Host should fill out the Host Application on our web site.
Just go to www.USNA-net.org and click on the Safe Harbor Life Preserver icon
in the corner.  Then Scroll down toward the bottom of the next page to where
it says Click HERE.  Fill out the on-line application and we will enter your
CITY in our list of locations where assistance is available.

Then when a Mid phones with a call for help, we'll get them in touch with
you by telephone.  To that end, we will need to have the Host Application
filled out completely.  We will maintain your complete privacy.  No member
information will be published anywhere and you will be contacted before your
information is shared with anyone else.

Right now the only CITY listed is Cleveland,OH because that's where Sandi
and I live and we are volunteers #1 & 2.  As other members add their names
to our database of volunteer Hosts, I'm sure the list will grow.  I am
confident that our members will be overwhelming in their generosity and
support for this program.  We don't ask anything of our members except to
consider what you would want another parent to do if your Mid was stranded
and needed help.

Maybe if enough of us volunteer as hosts, a lot of Moms out there will be
able to rest a little easier knowing that there is another parents nearby
who can come to their Mid's aid when they have car trouble or miss a flight
or whatever.

Please help us to help our Midshipmen.

To all USNA-Net Family and Friends...

Well, it's been 48 hours since we announced the launching of our Safe Harbor
program and we now have 187 Safe Harbor homes in 164 cities (in 43 states)
and on three continents with more coming in all the time.

That's really impressive.  What a truly wonderful group of Parents here on
USNA-Net.  Give yourselves a HUGE pat on the back.  Our USNA-Net members
never cease to amaze me with their overwhelming kindness and generosity.

Now that we are getting the Safe Harbor homes established, it's time for
Phase Two of the operation.  We have to let all of the Midshipmen know that
this program is available for them.  Soooo...  we've put a together a
special graphic on our web site which you may print out and pass along to
your Mids.  Here's how to get the word to YOUR Mid...

    1.    Go to www.usna-net.org and click on the Safe Harbor Life Preserver
in the upper right of the main page or go directly to
www.usna-net.org/safeharbor

    2.    Scroll down to view the Business Card graphic.

    3.    RIGHT Click on the graphic and select PRINT THIS IMAGE
            or
           RIGHT Click on the graphic and select EMAIL THIS IMAGE

If you choose to PRINT the image, you can trim it to size, fold it in half
and send it in the next letter to your Mid.

If you choose to EMAIL the image, you can simply send it via email to your
Mid and let him/her print it out, etc.  It's fast, simple and your Mid will
have instant access to this service and the kindness and open hospitality of
so many of our member families.

REMEMBER...  This service is available to ANY Midshipman or recent Grad,
whether their parents are/were members of USNA-Net or not.  So spread the
word to everyone you know who knows or is related to a Mid.  Tell YOUR Mid
to give copies to their roommates, classmates and companymates.  Make sure
they have This Safe Harbor business card in their wallets so that no matter
what the emergency or where they find themselves, we can come to their
assistance.

One last note...  If you haven't yet signed up, please consider joining our
database of available Safe Harbor homes.  Even if you find your location
already listed, we ask that you still register, so that we might have
several families in each location who may be called upon if there is a need.

Thanks again for caring so much about our Mids.

To all of our Safe Harbor volunteers...

The response to our initial appeal for Parents to participate in our
USNA-Net Safe Harbor program has been overwhelming.  We now have 335 Homes
registered in 234 different locations across the country and around the
world.

Many of those who offered their assistance are located near large cities and
so are listed under the larger City name rather than the smaller suburb's
name.  We do this because most people would know they are near Philadelphia
rather than stranded in Penn Valley, Pennsylvania, for example.   We are,
however still missing seven entire states.  If yours isn't listed, perhaps
you could consider joining our program.

We have entered everyone's name and city information into our database and
can locate assistance quickly when called upon.  If you sent your
information in, we have you on file.  We didn't send out acknowledgements
because of the huge number of you who responded so quickly.  As a matter of
fact, you probably won't hear from us until we have a Mid in your area who
needs assistance.  Please be sure to let us know if your information
changes, you move, or wish to no longer participate in the program so that
we can keep our records current.  We plan on sending out annual reminders
about that.

Remember...  ALL Midshipmen are eligible for FREE assistance under this
program regardless of whether their parents are members of USNA-Net or not.
Make sure they have our Toll Free Phone Number in their wallets before they
venture too far from the Yard.  It's on the web site.

you must be a member of USNA-Net.org in order to participate as a Safe
Harbor home.  If you haven't signed up and wish to do so, please visit our

So, on behalf of all of our members, their Mids and ALL Midshipmen who might
ever need a little (or a lot) of help while away from home and the Academy,

Margarita,

I spoke with the Academy about this very matter earlier this week.  This is
the "official" skinny on FONA passes.  I paraphrase what was said...

At this time the FONA (Friends of the Naval Academy) program is alive and
working.  It is designed to allow certain individuals who routinely drive to
the Academy with vehicular access during normal operating hours.  Of course,
if you have a DOD sticker you don't need a FONA pass.  Currently those who
qualify for a FONA pass have loosely been identified as...

Those individuals and businesses who routinely need access to the Yard
several times each month; Plebe Sponsor Parents; and family of Midshipmen
who live within reasonable driving distance of the Academy.

Last week, the Pass and Tag Office completed the issuance of FONA passes to
the first two categories.  All of the almost 750 Sponsor Families have been
issues their FONA passes along with a those other individuals who qualify as
local businesses and such.

The last group to be issued these passes will be Mid Parents but they are
being asked to be patient.  It takes significant time and effort to screen
and process thousands of applications for the special FONA tags.  There are
only two full time employees involved in this project and just entering all
of the information (names, addresses, vehicle identification, etc for
several cars per family) takes time and has severely taxed the ability of
the office to get them issued.

Adding parents will tax them even more since there are so many more parents
involved.  Midshipmen are being conscripted into service to process the data
into the computer system, using Mids from the Duty office to perform the
task.  I was told that an announcement would be made later this spring when
the FONA passes will be made available (probably through a notice to the
Mids to pass on to their parents or through Parents' Clubs in the areas
involved).

So there you have the inside skinny.  The announcement made earlier this
year was the announcement about the Sponsor Parent passes.  Please be
patient that make sure your Mid know to be on the look out for an upcoming
announcement for regular Mid Parents..
