We have launched our next Survey on our web site at www.USNA-Net.org.  It
deals with "Frequency"  and asks such things as how often you hear from your
Mid, how many care packages you send per year, how often your Mid comes
home, how often you visit the Yard, etc.

It will be interesting to see what the members have to say about all of
this.

We encourage ALL of our members to go to the web site, click on the
"USNA-Net Poll" button on the right edge of the main page and participate in
our Polls.  Every week, we will have a new one in place and ALL of the
previous polls will now be archived so that over time, you will be able to
view the results of all of our polls.  It will be a very enlightening
feature of our web site.

Last week 430 of our members participated in our survey.  That's not bad but
it represents less than 20% of our total membership.  All of this data will
be considerably more meaningful if we have more members participate.

You do not have to identify yourself to vote in the poll.  Just click on the
button and then click on the poll title ("Frequency") to add your experience
to our knowledge base.  Each time we run one of these polls, we all learn a
little more about Navy Parenting.  Won't you share your experience with our
other members?  Participating in our polls helps other parents better
understand the Roller Coaster ride and see where each of us fits in.

This email is being sent to all of our Alumni Leadership team (Members of
our Board(s); Class and Chapter Presidents and scribes; Parents Club
presidents). Please consider giving it further distribution.

Much has been written, and said, since last Saturday about members of the
crew of Columbia. As I'm sure all of the members of our Extended Brigade and
Naval Academy family know, we lost one of our own: CDR Willie McCool, USNA
'83. I didn't know Willie personally, but those who did, particularly his
shipmates and classmates, speak of a great friend; an enthusiastic and
consummate Naval Aviator; and especially of a leader of great character.
One who continued to served the nation while willing to make the ultimate
sacrifice.

The Superintendent stated that Willie " . . . truly exemplified the spirit
and dedication of an American patriot. While attending the Naval Academy, he
excelled in academics, graduated second in his class in 1983, and was a
standout Cross-Country and Track and Field athlete. He was a well-respected
member of the Naval Academy family and we are all very proud of his
significant achievements. Our thoughts and prayers are with his family and
many friends at this difficult time."

Although we rarely single out any member of the media for his/her coverage
of the Naval Academy, I thought that Joe Gross of the Annapolis Capital got
it right in an editorial on Sunday. It seemed to put certain matters into
perspective. I've attached the text in its entirety.

Sports comment: More than games at Navy

Commentary by Joe Gross, Sports Editor

Next time somebody complains about the lack of skill of Navy's football
players or makes fun of the struggles of the Mids on the basketball court,
think about Willie McCool.

McCool was the pilot of the space shuttle that disintegrated as it headed
toward its landing in Florida after spending 16 days on a scientific mission
in space.

Cmdr. McCool, as well as the many other graduates who have died in the
service of our country, is what the Naval Academy is all about. How well
those young men and women fare on the athletic fields is an aside for
midshipmen, not the main focus of their years of training to be in the kind
of position McCool was yesterday.

 Sometimes it takes so excruciating a tragedy to instill the reality of the
mission of the Naval Academy. It's easy to forget every young man or woman
that chooses to attend the institution is in a position for that end.  It's
a life they choose. We should all understand that. But sometimes our
priorities are skewed.

Football seasons in Annapolis have been difficult in recent years. Fans are
extremely critical of players on losing teams. Other graduates sometimes
become even more upset with the level of talent of the players that come to
the academy. They should know better. So should we all.

McCool was an outstanding runner on the cross country and track teams in the
early 1980s. He was also No. 2 in his graduating class, but more people knew
about him as an athlete who excelled as much on his guts as on his talent.
He should have been praised simply because of his choice to attend the Naval
Academy, for voluntarily putting himself into harm's way.

Whether or not he finished first or last in his distance races should have
had nothing to do with the assessment of McCool. His dedication to the Navy,
to our country, is what must be judged, not his success on the athletic
field. The Naval Academy is far more than that.

It's easy to be critical of the football players, to think they have to be
great players to represent the Naval Academy, but just the fact they have
chosen to wear the Navy uniform says a great deal about their character. The
advent of yesterday's tragedy puts a different light on the courage of those
who decide the Naval Academy is the right place for them.

There are young men and women on ships and land bases in the Middle East
that participated in sports at the Naval Academy. Some of them might not
have been the most talented or the best athletes, but that will have no
bearing on their heroism on the battlefield. They serve beside the star
performers and are just as important to the defense of our nation.

 McCool went into space fully expecting to return to Earth yesterday, but
that's the way servicemen think. They are optimists. Yet, they have to know
their lives could be in danger at any turn. That's the attitude that comes
with receiving an education at the Naval Academy, despite that knowledge,
there are young men and women eager to attend the Academy and to play a role
in the defense of the country.

While McCool was not killed in a war zone he was, as an astronaut, in a
place of pride for any American. His death being more in the public eye than
most battlefield casualties, can therefore can be used as more of a focal
point when judging the young people at the Naval Academy.

Certainly, it would provide a good feeling if the Naval Academy could have
an outstanding football or basketball or any other team. Many Naval Academy
graduates have expressed dismay at the state of the football program.  Some
have threatened to stop donating to the Academy, others have promised to
cease their support of the team and even the institution because of the
struggles on the football field.

 More than anyone, graduates of the academy should realize that excellence
in the athletic arena does not relate to excellence in the service of the
country that comes after graduation. Naval Academy graduates, and thereby
those still attending the Academy, should have pride in their athletes, but
they should have even greater pride in the quality of the men and women they
send out into the world.

The shocking death of McCool should put people's priorities back into the
right order. What he has done since graduation is what the Naval Academy is
about. What he did on the athletic field, however outstanding or minimal,
means little in the judging of the Naval Academy, its students and its
graduates.

To all,

It can't possibly be that time again but it is!  We have '07 Parents
arriving and requesting to be enrolled in our USNA-Net service already.
They are receiving their Appointment letters and are anxious to find out
everything there is to know about being a USNA Parent.

So, in order to give these "early arrivals" the benefit of the finest Navy
Parenting Network on the Internet, we will again be offering them a special
forum set up just to provide them the Advice and Support that only USNA-Net
can offer to incoming parents.  As we did last year for the '06 Parents, we
have formed a new list called USNA-07.  We are asking experienced
Upper-class Parents to volunteer to join the new list and act as Mentors for
the incoming masses.

We will be enrolling all of the new '07 parents on the USNA-07 list as they
arrive.  As more and more of them join our organization, they will be able
to interact with each other and receive the benefit of our volunteer Mentors
on their very own list.  If you meant to volunteer to be one of our active
'07 List Mentors and didn't, now is the time.  We'd like to limit
upper-class participation to those members who are both knowledgeable and
willing to heavily participate in the new list by answering all of the
"newbie" questions and supplying guidance, advice and support.  Our
upper-class Mentors must be active participants in our other lists.

Between now and Herndon, all new '07 Parents will receive copies of the
Family and Plebe list digest versions so that they will be gaining
experience and be able to follow all of the other conversation threads
provided by USNA-Net.

Following Herndon when most of the repetitive "newbie" questions are out of
the way, (remember the "briefs versus boxer" questions?), all of these new
'07 members will be automatically transferred into our main lists and the
'07 list will be deactivated.  In this way, our Plebe list can remain
exclusively the territory of our '06 Parents and their Mentors until Herndon
and we can address the special needs and the "newbie" questions of the
incoming '07 Parents on their own list without boring our regular members
with the repetition that invariably comes from adding hundreds of new
members over the next four or five months..

Now for why you should want to know about all this...

HELP US MAKE SURE EVERY '07 PARENT KNOWS ABOUT USNA-NET AND JOINS BEFORE
I-DAY !

Our goal is to subscribe EVERY '07 family BEFORE I-Day.  We can't do that

Just a short reminder that we started a new survey topic last Saturday.
This one deals with what Mids' "Spare Time."  How much they have and what
they do with it.  Where they go and how often.  So far about 50 of you have
taken the survey and it's very interesting to see what you all have to say
about what your Mids do with their "off" time...  Going to the Mall,
restaurants, movies, church, Sponsors' homes, etc.

Preserver.

You can also view the results of our earlier surveys there as well.  We will
be running new surveys each week starting on Saturday and running through

For the information of All Hands, effective Wednesday 12 February, vehicle
parking will be eliminated within 25 meters of Bancroft Hall.  This will be
accomplished as follows:

5th, 6th, 7th and 8th Wing parking lots will be closed.

The entire parking lot at the seaward end of McDonough Hall, and a small
portion of the Mid Store lot adjacent to Bancroft Hall will be closed.

Midshipmen parking will be moved from Brownson Road to the 7th Wing tennis
court area (only the large court area closest to Brownson Road).

Brownson Road - formerly Midshipmen parking - will be re-designated as
Faculty and Staff parking.

The lot between 8th Wing and Lejeune Hall will have some spaces reserved for
Physical Therapy, Medical/Dental patients and handicapped parking.  In
addition, there will be several spaces available for open parking.

PLEASE OBEY ALL POSTED PARKING RESTRICTIONS.

Initially these lots will be secured using police barricades, which will be
replaced with permanent barriers and/or locked gates.  Violators risk having
vehicles stranded or towed.

In addition, left turns into Gate 8 from MD Rt 450 will be prohibited during
morning hours.  Signs will be posted to indicate when the left turn lane is
closed.  Please do not make left turns from the right lane on the left turn
arrow.  Please do not use the Perry Circle Housing area as a turnaround.
Continue to King George Street and use Gates 1 and 3.

Please remember that we always have a survey question of the week running on
our web site.  This week, it deals with your Mid's Spare Time and how they
spend it.

So far only 240 members have actually taken the survey.  That's only one in
ten of our membership.  To make these things more meaningful, we really
would like to have much more participation.

The surveys are totally anonymous and are easy to take with only a few
questions.  In order to view the results of our surveys you actually have to
take the survey.

This week...  Aren't you in the least bit interested in how many of our Mids
have Sponsor Parents, how often they visit their Sponsors and for how long
each time they visit???  Find out by taking our survey before it ends at
Midnight on Friday.

Winter Weather Advisory
430 am EST sun Feb 16 2003

...Winter Storm Warning continues through Monday morning...

Precipitation will continue this morning across the Baltimore and 
Washington metropolitan areas...and much of northern Virginia.  
Temperatures are cold enough that the precipitation is expected to 
remain all snow for today and much of tonight. The snow will be 
heavy at times...and a thunderstorm is also possible. By this 
evening...5 to 10 inches of snow is expected. The snow will continue 
overnight...and an additional 5 to 10 inches is expected. The snow 
may mix briefly with sleet at times tonight.

On Monday...the snow will taper to snow showers during the 
afternoon. By the time the snow tapers off...snowfall totals of 1 to 
2 feet are expected. 

This snow will be accompanied by strong northeast winds...and this 
will cause very cold wind chill values of between 5 above and 5 
below zero...along with considerable blowing and drifting of snow. 

This heavy snowfall will make travel next to impossible across the 
area.  Postpone any travel that is not absolutely necessary. By 
staying off the roadways...Highway crews are better able to keep 
roads passable so emergency vehicles may still travel. 

Road conditions continue to deteriorate. If you absolutely must 
travel...slow down and allow extra time when traveling. Practice 
your winter safety rules...keep an extra flashlight...food...and 
water in your vehicle in case of emergency.

As an additional service from USNA-Net, we are announcing today that we have

each morning and emergency weather advisories as they are released by the
National Weather Service throughout the day.  24/7/365.  We sent out a
sample of this information this morning to everyone on our USNA-Net master
list.

If you wish to sign up for the new list and receive daily weather

This is official as of 2100 16FEB03 from the Command Duty Officer at
Bancroft...

Those Midshipmen who currently at their sponsor's home are instructed to
STAY THERE until the ban on private travel has been lifted by the Governor
of Maryland.  They are instructed to call their Company Officer or their
Company CDO and advise the Academy of their current location and status.
Extended Liberty will be granted over the phone.  Under no circumstances are
they to attempt to return in violation of the civil order banning travel.
But you MUST CALL.

Those Mids who are currently outside the area on the extended weekend are
advised to NOT attempt to return until SAFE travel is possible.  For those
traveling by air/rail/bus with tickets showing arrival times at least 4
hours in advance of the scheduled return deadline of 2000 hours, will not be
in any trouble for being late.  All Mids are instructed to call the Academy
and contact either their Company Officer or the Company Duty Officer and
detail their current situation.  They will be given additional instructions
relative to their situation.

The AC Dean has not yet cancelled classes for Tuesday.  We will keep you
updated as we gather more information.

To all...

The phone has stopped ringing and it seems that most Mids are (or soon will
be) snuggled safely in their racks after the worst snow storm to hit
Annapolis in many years.  Since it all started on Sunday, Sandi and I have
been a really busy and USNA-Net's Safe Harbor Program passed its acid test
with flying colors.

While Safe Harbor has helped dozens of Mids over the past two years, it's
always been one or two at a time.  This snow storm showed us exactly how
important the program really has become and how well it responds to a MAJOR
disaster/emergency situation.

During the three days of the storm (Sunday, Monday and Tuesday), Safe Harbor
assisted 25 Mids who called our toll free number in need of travel related
assistance.  We got calls from all corners of the country... from Colorado,
to Ohio, to Georgia, to Pennsylvania.  Some Mids were alone, others were
traveling in threes or fours.

We found them a family nearby who took them in, fed them, gave them a warm
home in which to sleep and got them on their way when it was finally
possible.  We called member volunteers in the middle of the day and in the
wee hours of the night to rescue Mids who were stranded at airports, train
stations and in one case, who had wrecked his car in the mountains of
Pennsylvania.  In addition, we fielded another 15 to 18 calls from Mids who
just needed some information or other assistance which we were able to
provide over the phone, whether is was a telephone number or driving
directions or an update on the weather in Annapolis.  What a wild three days
we had.

Safe Harbor was conceived at this very keyboard two years ago and I must say
that I am very, very proud of how well it runs and how effective it has
become.  But most of all, I am proud of our volunteer members who responded
with eager delight each time we called on behalf of a Mid in distress in
their area.  No matter when we called or what we asked the Safe Harbor
family to do, the response was "SURE!  We're glad to help.  Is there
anything else we can do?"  Never a moment's hesitation.  It was
overwhelming.  Your willingness to help and your selflessness as volunteers
has really cemented Safe Harbor in our minds as a working program dedicated
to helping Midshipmen whenever they have an emergency away from the Yard.

The program works and it works better than I ever dreamed it would.  And
that's all because of our parent volunteers.  I want to take this
opportunity to thank each and every one of those who actively participated
these past few days.  Modesty and our Privacy Rules prohibits actually
mentioning the names of the parents or the Mids who were involved but please
join me is thanking all of them... Moms and Dads, Alums and even a B&G
officer who went above and beyond the call of duty when 25 of our children
needed help.  BRAVO ZULU!  We couldn't have done it without them.

I could go on and on but Sandi and I just wanted you all to know that the
Safe Harbor Program has weathered the worst snow storm in the history of
Annapolis and assisted every Mid who called our toll free number.  We only
wish more stranded Mids would have called.

Like anything, our program is only as good as our members and we have the
BEST members!!!  Thanks again to everyone who has volunteered.  If you
didn't get a call this time, you never know...  You might just get a call
next time Mother Nature decides to take on the Naval Academy.  :>)

>From time to time, I've written to the members about things which are
helpful to our members regarding "technical" stuff.  Tonight I'd like to
address a growing problem of which you should all be aware.

As our members upgrade to newer email software like AOL Version 8.0 and
newer versions of Netscape & Outlook Express and web based email servers
such as MSN, Juno and Lycos, more and more members are using a NEW FEATURE
of these programs which rejects SPAM or Junk Mail.

This is slowly creating big problems for us at USNA-Net.  These spam filters
are rejecting your USNA-Net email, effectively cutting you off from all
messages sent to your account by our server.

Here's what's happening...

A Spam filter essentially reads the FROM address of incoming mail and either
accepts it or rejects it based upon "Settings" which you as the user set up
governing which email gets through and which doesn't.

There are TWO LEVELS of settings.  One rejects all email not addressed
directly to your address (like Joe@MSN.com) and the other setting rejects
all email that doesn't come from someone on a list of "approved" email
addresses which you set up in advance.  Some of these second types of
filters use addresses in your address book to test to see if the sender is
someone with whom you have corresponded.

Here's how it creates problems for USNA-Net...

All of our mail (like all email from any sort of mailing list) is addressed
to the mailing list address (i.e. USNA-Family@USNA-Net.org) and NOT to your
individual email address like Joe@MSN.com.  The automated spam filters in
your email program see the mail addressed to a "general" address and
automatically rejects it as being junk mail or spam.

OR...

If you've told your email program to reject all mail not coming from someone
you know (and haven't told it that you "know" USNA-Net), mail coming from
our lists will also be rejected as junk mail.

In either case, you stop getting mail from our lists.  Not a good thing.  It
also causes the delivery service to send us an email which says that you
rejected delivery of our message.  One "Delivery Problem Notice" for each
message that is rejected.

You can see that if a dozen members begin rejecting email and we send out 10
messages today, we will get 120 Delivery Problem Notices today telling us
that you have rejected our mailings.  We can deal with the volume of notices
but we have no way of informing you that you've stopped receiving email
since any attempt to send you an email about the problem is most times also
rejected.

Here's how to fix/avoid the problem.

Be careful when installing new versions of your email software that you
don't set your SECURITY settings so HIGH that our mail will be stopped.
The key here is to allow mail from all of the list addresses to which you
belong. (USNA-Net@USNA-Net.org, USNA-Family@USNA-Net.org,
USNA-Plebe@USNA-Net.org, USNA-Sports@USNA-Net.org, USNA-Prayer@USNA-Net.org,
USNA-Weather@USNA-Net.org or USNA-07@USNA-Net.org).

Each email program is different as to how/where these setting are made and
each new version comes with the Security settings set to "default" levels
which may be different than you had them set in the previous version.  So
please be careful when changing settings or upgrading to new versions.  Most
"Moderate" settings will allow mail from our server.  Most "High" settings
will reject all mail sent from USNA-Net.

IF YOU NOTICE THAT USNA-Net MAIL HAS STOPPED, drop us a note and enquire
about your account status.  If we continue to get Delivery Problem Notices
because you are rejecting mail or your mailbox is FULL, we will wait a
couple of weeks but then we have no choice but to stop delivering email to
your address.

You can all help with this problem if you are just aware of the possibility
of the situation and watch what you are doing with your security settings.

If you received THIS email, you don't have a problem.  BUT...  Please keep
the situation in mind if you change security settings, install spam filters
or upgrade email programs in the future.

Here is a note from Sue Shaughnessy from Marco Island, FL, which I felt
should be shared with ALL of our members so that the information might be
passed on to all incoming '07 parents as they finish their last months
before HS graduation.

Please help spread the word to these new '07 parents as you they move
through the appointment process.  Scholarship monies may be applied toward
the ~$2,200 entrance fee to offset the parental obligations of incoming
Plebes.

And while you're at it, remind them that USNA-Net is now accepting
memberships for ALL '07 parents.  Just have them go to our site at
www.USNA.org and click on "How to Subscribe."

Mike: I have been pondering this for a couple of days and thought maybe we
should let parents of the Class of 2007 know.  I have discovered through
talking to other parents, Blue and Gold Officers and our Blue and Gold
Coordinator some very good, money saving advice.  Though the Midshipmen do
not have so-called tuition, they do have a computer/calculator/uniform fee
due as they start Plebe year.

If these soon-to-be Plebes have scholarship money offered to them, they can
apply it toward their $2,200 (last year's fee).  This will not apply to
monies for in-state use only such as FL's Bright Futures program but many
other scholarships are available.  Sometimes it will take a careful
explanation to the benefactor as they may think there are no fees for the
incoming Plebes.  I know this could have been a real help to some families
who thought they would not be eligible for scholarships.

I think now is the time to start telling the new 2007 families as the
scholarship awards are starting to surface.  I leave it up to your judgment
as to whether and when this should go on the website.  Just my thoughts for
the day.
