securely sealed.  If you are sending a plastic box, be sure to seal it in
brown paper with the proper address and return address plainly printed on
the outside for easy identification.

Greetings, friends!

As you know, the Naval Academy Class of 2007 formed-up on 1 July and is
getting settled into Bancroft Hall.

Last year, many of you mailed or delivered "care packages" to Plebes who
were not receiving these tangible tokens of encouragement.  Such Plebes
include exchange Midshipmen from foreign countries and fleet Sailors and
Marines.

This year, the Naval Academy Chaplains' Office is again serving as the
conduit for "care packages" to Plebes who are obviously missing out in the
daily "mail call."  Persons who desire to participate in this year's "Secret
Pals" project should adhere to the following guidelines:

1.  Do not send homemade treats.  Without the preservatives commonly found
in the store-bought items, the home-baked treats don't travel well.  In
three days, a home-baked brownie can turn from ambrosia to a brick.
Packaged cookies and other commercially produced foods have a much longer
shelf life.

2.  Do not gift-wrap your package.  Once the travel paper is removed, the
box must be able to be easily inspected.  Clear plastic containers are good
for this purpose.

3.  Resist the temptation to send junk foods.  Dried fruit, beef jerky,
snack bars are all good choices.  If you must send Oreo cookies, do so in
moderation.  :-)  Individually wrapped items are best, such as "snack
portions" of foods.

4.  No over the counter medicines, including vitamins, aspirin and Tylenol
are permitted.  Such items are provided by the medical staff when needed.

5.  Do include a personal note of encouragement.  It needs to be general, of
course, and short.

6.  If you are in the local area, do NOT deliver your package to the Main
Office in Bancroft Hall.  Ditto for the Chapel.  The former will refuse the
gift and the latter will turn it over to the bomb squad.  If at all
possible, please mail your package to the address given below.  In the event
that you work at the Naval Academy, please call the Chaplains' Offices at
extension 3-1100 to advise us that you'll be making a delivery.  We'll tell
you where to bring your package.

7.  The project ends in August and care packages must be postmarked no later
than 11 August 2003 in order to allow movement through the mail system and
arrival at the Academy before the Reform of the Brigade.

This morning, the nads.navy.mil email server began resending email which it
received over the past couple of days for one of our members who uses that
server to receive email from our lists.  We refer to these messages as
Echoes.  Before we were able to identify the problem and correct it, a total
of nine messages were sent to one or another of our various lists.

Echoes occur when a mail server on the Internet leaves an "Open Relay" port
available to the Internet's email system.  The most common problem
encountered is that messages previously transmitted are not deleted from the
server's queue and are sent out again.

This was NOT a problem with our USNA-Net server.  As I said, it was a
member's email server which was to blame.  In this case it was actually a
Navy computer which was sending out the Echoes.

As soon as we saw what was happening, we shut down all mail from this server
and the problem stopped.  Since then we have intercepted an additional 24
messages from this errant server.

We apologize for any inconvenience these Echoes may have caused.  USNA-Net
makes every effort to provide the best possible service to its members.  Due
to the nature of these messages, it is not possible to design a filter which
will catch them in advance.  All we can do is stop them once they have been
detected.

Our Rules of Operation specifically forbid asking for or passing on
Commercial Endorsements of any kind on our lists.  They state...

"7.    No Commercial Content
-    All messages which contains information about Personal or Commercial
Goods and/or Services FOR SALE or WANTED TO BUY are prohibited.  This
includes any message offering to barter, exchange or give away anything OR
messages asking for anything, including favors or information on Commercial
Goods or Services.
...
-    If an email message endorses a Product or Service or mentions Prices,
Money or Goods/Services WANTED or FOR SALE it may NOT be broadcast to the
lists.  All such information MUST be placed on the Classified Advertisement
Page. "

We appreciate your enthusiasm and your needs to exchange information about
what to supply in Care Packages, etc. but must remind all of our members
that we cannot allow our lists (which currently have almost 3,000 members)
to be filled with what amounts to Unsolicited Commercial Email which is what
is commonly called SPAM.

We have members who operate local businesses and are not permitted to
advertise their restaurants, Care Package services and such on our lists.
It is grossly unfair to them, if other members are permitted to endorse
local businesses in competition to them.

If each of our members sent just one such message ONCE per semester, you
would all find 16 of them in your inbox every day (365) and our server would
have to publish 18 Million extra messages in a year's time.  That's a lot of
junk email for a system which already has volume heavy enough to be a bother
to some of our members.

Too much mail will cause members to leave.  Without members, USNA-Net isn't
much good.  Is it?  We all have an obligation to read and abide by our Rules
of Operation in everything we do on these lists to keep them the valuable
resource that you know them to be.  Too many messages about things which are
not part of our Mission will only cause us to lose focus and ultimately fail
our members when they need us the most.

Today marks the end of the third week of Plebe Summer and the Countdown
Clock shows just 21 Days (three weeks) to Plebe Parent Weekend.

A large number of our members will be attending Summer Picnics over the next
two weekends hosted by their local Parents Club for Plebe Parents before
they go off to PPW.  We would like to remind all of our members to be sure
to tell all of the other parents who attend about USNA-Net at www.USNA.org.

We like to think that USNA-Net has made a positive impact on each of our
members.  From giving advice to Firstie Parents about how to prepare for
Firstie Parents' Weekend or Commissioning Week all the way down to holding
the virtual hand of a few moms who needed an understanding parent to lean
upon during Plebe Summer.  You all know just how much information and
support you've garnered from reading your email.

But the thing is, we can't help parents who aren't members!

Over the next couple of weeks, each of you will come in contact with another
parent who could use our help but doesn't even know about USNA-Net.  Maybe
they even visited our web site but never took the time to subscribe.

Take the time to tell them just how much your membership has helped you
individually and how much information and advice they've missed in the past
few months because they aren't members of our lists.

Give them the web address (www.USNA.org) and tell them to sign up as soon as
they get to a computer.  They truly won't be sorry.

As for the volume of mail that comes (especially on USNA-Plebe), this will
slow down once the AC year begins and parents have more access to their
Mids.  With phones in all the rooms, email and Instant Messenger (IM) there
will be a significant drop in the amount of mail we get on the lists.  In
the meantime, if volume is really an issue, they can always subscribe to the
Digest Version of any of our lists.  It's the same exact content but sent in
one or two large messages each day during the summer and only once every
second or third day when volume drops off after Reform.

But most importantly, make sure they subscribe!  Don't let them make
excuses.  Don't let them just listen and nod in agreement.  Make sure they
actually go to the web site and Click on the "Subscribe" link.  Filling out
the form is easy and you and I both know they won't be sorry.

Without YOU to spread the word though, we have no way of reaching these
parents and no way of helping them.  We really need YOU to recruit new
members for us.  We even have Business Cards on the web site to print out
and pass along so these other parents won't forget about us.  (Main Page -
scroll down to "Please help us to help other parents...   Click here to find
out how."  in the center near the bottom of the page.)  You have all the
tools and tons of incentive.

     The United States Naval Academy Band welcomes back old friends and
colleagues for the final two events of their 150th Anniversary year.  These
two exciting performances, both presented at 7:30 P.M. in the Maryland Hall
for the Creative Arts, 801 Chase St., Annapolis, will focus on the talents
of Naval Academy Band members, past and present.   On Tuesday evening, July
22nd, the Concert Band will perform a mixed program  of marches, overtures,
and popular favorites.  In addition to the many alumni instrumentalists in
the ensemble, seven past leaders will be on hand to conduct some of their
favorite pieces, Chief Musician John Fisher will be the featured vocalist,
and retired Master Chief Gary Wolfe will narrate.  The evenings selections
include the 3rd movement from "La Fiesta Mexicana," "March from Symphonic
Metamorphosis," "Swanee," and "Francis Albert," a medley of Frank Sinatra
favorites.  Other highlights of the evening will be "TV Twosomes," a tongue
in cheek look at some of televisions most famous teams, and an all-alumni
jazz ensemble presenting the swinging sounds of the big band era.

     On Thursday evening, July 24th, "Electric Brigade" will host a reunion
concert featuring past members of the Naval Academy Band's contemporary
music ensembles.  This performance begins with "Tidal Wave," the first Navy
rock band to tour the U.S., and continues with five distinct versions of
"Electric Brigade."  Long time fans will recognize the voices of Gayle
Thompson-Steele, the Naval Academy Band's "First Lady of Song," as well as
Larry Shirk, Randy Pendleton,  Joel Lewis, and John Fisher.  Selections for
the evening will include hits by "Chicago," Lou Rawls, "The Doobie
Brothers," Gloria Gaynor, "Tower of Power," "Miami Sound Machine," and many

THIS IS OFFICIAL INFORMATION FROM THE 4TH CLASS REGIMENTAL OFFICE.

Please read carefully.

There has been discussion about helping out a plebe whose parents cannot
attend PPW by inviting them along with you - to your hotel room, out to
dinner, etc.

You have to be very careful.  The rule is that plebes cannot ride in cars
unless the car is driven by their parents, a guardian, an approved Academy
staff member or sponsor, or in some unique situations, a Firstie.

The plebes will all be advised of this rule.  And will be held accountable
to it.

What does that mean to you and your attempt to help ease the isolation of
your plebe's roommate whose parents will not be there?

Here's the skinny.  A plebe can request a chit from his/her Company Officer
to be driven in your car.  What this means is s/he will have to know in
advance so that the chit can be applied for.

So, you need to make your son or daughter aware that - if they want to -
they can invite someone whose parents will not be there along with you.
Then remind them that the plebe MUST get the chit approved so that s/he can
join you.

Well, what can I say?  It's that time of year again.  The grass is green.
Plebes are in bloom and we have a host of new members in our group.  Over
700 new Plebe parents have joined USNA-Net so far.   And...

SOME OF YOU ARE INFECTED WITH A COMPUTER V1RUS !!!

You didn't get it from USNA-Net but your computer is trying hard, every time
you turn it on, to spread the virus to everyone in YOUR address book, from
your friends and relatives to your minister.  Even to our lists.  It sent
out copies of itself to EVERYONE in your address book this morning when you
turned it on.  It dialed up or connected to the Internet and then (in just a
few seconds) sent itself to every address in your address book.

The only way to stop the spread of these viruses is to buy and install
Antivirus software like Norton or McAffee.  It's relatively inexpensive
compared to the damage these viruses WILL do to your computer if left
unchecked.

You see, viruses don't destroy your computer immediately.  Instead they
hibernate, all the while, spreading themselves to your friends in your
address book.  Then, after they've done their damage, they trash your
computer leaving you with hundreds of dollars in repair bills or a computer
which is not worth fixing.  Don't say, it couldn't possibly be me.  Not
true.  Sometimes a virus will infect even the most careful user.  Even if
you're careful, are you at the computer 24/7?  Maybe your kids or spouse
don't realize the potential for harm and open an infected email.  What about
those pictures that came from Aunt Fannie last week.  Did you or someone
else in your family open the attachment without thinking?  They might have
been pictures.  They could have been a virus instead.

THE ONLY WAY TO BE SAFE IS TO HAVE CURRENT AV SOFTWARE INSTALLED.

If you installed AV software a year or two ago and you haven't updated it
since, you're just as much at risk as someone without it at all.

Some of you saw an example of a virus attack on our Plebe and Sports list
this morning.  NO VIRUSES WERE TRANSMITTED TO YOU by our server.   But they
tried!  We automatically strip all attachments from our mail.  It's via
attachments that MOST viruses attack.

The worst thing about the latest series of viruses is that they FAKE the
return address which they randomly select from the infected computer's
address book as well.  Soooooo...  It looks like the virus is coming from
someone you know.  AND that makes it impossible to really tell where it came
from, so we can't write to just that person and get the problem fixed.

It is the responsibility of every member of USNA-Net to be protected by
current Antivirus software.  Because without AV software, it's not a matter
of IF you get infected.  It's only a matter of WHEN you will get it and how
bad (aka expensive) the damage will be.

Be safe.  Get it and install it NOW, before your infected computer send your
virus to your Mid and kills their computer as well.  It happens every year.

Please head this appeal.  We just about had this problem licked in the
Spring.  Now, a day doesn't go by that I don't receive at least three or
four attempts to infect my computer because I'm in sooooooo many of your
address books.

Someone is infected.  The only way you have of knowing if it's you is to run
antivirus software and make sure it's not YOU!!!
