Because it's been a bit slow on the lists for the past few days...  a bit 
like our own Dark Ages... I thought I'd pass on a bit of email advice to our 
members.  The topic came to mind because a non-Navy friend (yes, I do have 
one or two) sent me a notice that he had changed his email address.

As parents, we all know and have drummed that sage advice (NEVER TALK TO 
STRANGERS) into our kids since they were old enough to talk.  And it's very 
practical advice.  It protects our children from a long list of moderately 
to very bad things that can happen when you "talk to strangers."

Yet, as adults, why is it that we are so totally blind to that same 
advice???  Especially when it comes to our email addresses.  Most of the 
viruses in the world today depend upon our stupidity about talking to 
strangers for their spreading.  After all, none of us would get infected if 
we just didn't open attachments that come (for the most part) from people we 
don't know.

And then there's SPAM (Unsolicited Commercial Email or UCE).  We all get it. 
It's become a fact of life in our electronic environment just like day 
follows night.  A certain amount of SPAM is inevitable because our own 
Internet Service Providers (like AOL or Yahoo) share our private email
addresses with their "Affiliate Companies" even though they swear that they 
will never give out your address to strangers.  Let's not forget that AOL is 
owned by Time/Warner.  That's a LOT of affiliate companies who might share 
in AOL's information about you. (But that's another story.)

But we can do a LOT to keep our email addresses private by NOT TALKING TO 
STRANGERS.  Which brings me back to my original thoughts about email address 
privacy.  You see, my friend wanted to tell all of his friends, 
acquaintances (basically everyone in his address book) that he got a new 
email address.  (Probably because the last one was so overrun with SPAM.) 
So what did he do?  He used an on-line service (provided to him at no 
charge) to send out a broadcast message to everyone about his NEW address. 
Who was the group that he used?  It doesn't matter.  He didn't do it 
himself.  He used a third-party service.  A STRANGER!  He gave that company 
(aka STRANGER) the email address of every one of his friends, acquaintances, 
and even those he didn't like or remember but who just happened to be in his 
address book.  And so...  I got my email address added to another dozen SPAM 
lists by that STRANGER and I didn't even talk to them.

Email addresses are a valuable commodity on the internet.  They're bought, 
sold, traded and coveted like hoards of ready cash.  Think about your 
privacy and the privacy of others before you provide ANY email address to 
anyone.

Be especially careful on Electronic Postcard Sites...  (Here you are asked 
for not only your address but the addresses of those who will receive the 
cards.)  Because e really DO protect your privacy, at USNA-Net we provide an 
e-postcard service because MOST of the commercial sites will use the 
addresses you provide to send out SPAM.  And if you send an e-postcard to 
your Mid and using his/her Academy address (M0xxxx@USNA.edu) you give out 
that address to who knows how many SPAMMERS in the world.  So avoid 
commercial e-postcard web sites like they were the plague.  They are!

And don't use a "Change your address" service.  Protect your new address AND 
the address of all of those in your address book by notifying them of your 
new address in a private email.  And use BCC: (Blind Carbon Copy) to address 
that email so that everyone who receives it doesn't get the address of 
everyone else who got it.  It's simple to send out one message to multiple 
addressees.  In Outlook or Outlook Express, click on the TO: next to the 
place where you would type in the address.  It will open your Address Book. 
Highlight the first address you want to address and then hold down the SHIFT 
key and click on the LAST address you want to address.  All of the addresses 
in between will be highlighted.  Then, just click on BCC to add all of those
addresses to the message and click OK.  (If you want to highlight just a few 
names that don't come one after the other, use the CTRL Key instead of the 
SHIFT Key as you select them with your mouse.)  This way, everyone gets 
notified of your new address and NO ONE gets their privacy invaded with 
extra SPAM and you haven't given out THEIR email address to anyone, not even 
the others who get the change of address email.

And Please... Don't forward on Chain letters that display everyone's 
address.  You don't want someone doing it to you (Giving out YOUR address) 
so why would you do it to others????  Use the BCC if you have to send along 
a message to multiple addressees but don't just hit the reply to all button. 
It's really bad form.

Take your own advice and DON'T TALK TO STRANGERS.

Always think twice before you type in any email address on a web site or 
respond to any sort of email that will reveal your email address or the 
address of others. Assume that they are lying when they say that they will 
not use your address for SPAM.  Think of it as an offer of "Candy from a 
Stranger."  Don't believe them.

By the way...  All of this stuff about email applies to every one of our 
members.  Whether you use Windows or a Mac OS, we're all vulnerable to email 
address problems and SPAM.

Prior Mid Regs stipulated that 4/C could wear civilian clothes when they are 
outside the 22 Miles Limit from USNA.  That has been rescinded.

Effective immediately, 4/C may only wear civilian clothes if they are 
either...
    1.) on LEAVE or
    2.) on an MO (Movement Order) during a leave period for the rest of the 
Brigade.

What this means is that Plebes (4/C) may no longer wear civilian clothes 
when outside the 22 Mile Limit when they travel for such things as athletic 
events, concerts, performances, etc.  They must travel and remain in uniform 
unless they are on LEAVE (not Liberty).  For the definitions of Liberty and 
Leave, see our Parents' Handbook on our Parents web site at www.USNA.org.

Ladies and Gentlemen - You well know that our mission at the Naval Academy 
focuses on developing midshipmen morally, mentally and physically to become 
combat leaders of the highest character to lead Sailors and Marines.

With this in mind, we endeavor to develop a professional command climate 
that fosters dignity and respect among midshipmen, while also encouraging 
personal responsibility and accountability.  We expect our midshipmen to 
live and uphold the highest standards, just as they will be expected to do 
so as junior officers.  These standards are expected to be upheld by our 
Faculty and Staff as well.

The standard we set for midshipmen is simple yet very clear: zero tolerance 
for sexual harassment, misconduct and assault. Our goal is to prevent these 
unacceptable behaviors from ever occurring by comprehensive education, 
awareness training and the consistent enforcement of standards.

Off-color jokes, sexual innuendo and other disrespectful actions tear at the 
very fabric of unit cohesion and teamwork.  If allowed to persist, the 
climate in Bancroft Hall could quickly erode into one that is coercive and 
hostile instead of one that is professional and cohesive.  We work to 
educate all hands about expectations and implement standards through easily 
understood procedures.  When necessary, we enforce our standards and hold 
individuals accountable through counseling, punishment and remediation.  In 
order to make these standards real, our leadership, including military and 
civilian faculty, staff and midshipmen, are expected to set the example by 
personally meeting our high standards and by demonstrating professionalism 
both on and off duty.

We strive to develop a positive, professional command climate by using 
parallels found in the Fleet and Fleet Marine Force.  Rooms in Bancroft Hall 
equate to staterooms on a ship, not dorm rooms; they are professional 
working and living areas.  King Hall compares to a wardroom mess, requiring 
officers and midshipmen to observe appropriate manners and conduct with each 
member of the mess.  The midshipman company chain of command is likewise 
similar to a typical ship or Marine unit command structure, relying on the 
distinction necessary in view of increased responsibility from one level to 
the next.  Liberty off the Yard bears the same responsibilities as liberty 
ashore from an active duty unit; all hands must realize their actions and 
behavior while on liberty reflect directly on the Naval Academy, the Navy 
and Marine Corps, and our Nation.

In the past 18 months the Naval Academy has briefed several groups, 
including the DoD Inspector General; the Defense Task Force on the 
prevention of sexual harassment, misconduct and assault at the Service 
Academies; members of the Tillie Fowler Commission; our Board of Visitors; 
and the other Service Academies on our prevention, deterrence and response 
programs.  We welcome review of our programs and the collection and sharing 
of data we can use to improve our efforts to prevent and deter sexual 
harassment, misconduct and assault.  Our approach has always been one of 
full cooperation.

We anticipate the DoD Inspector General (IG) report on Sexual Assault and 
Leadership at the Service Academies will be released shortly.  The DoD IG 
conducted a survey onboard the Naval Academy nearly a year ago.  The same 
survey was conducted at West Point and Air Force.  Most of the data 
collected involves what midshipmen think other midshipmen think 
(perceptions), what they believe or their personal opinion 
(beliefs/opinions), and in some cases, actual experiences.

Not surprisingly, a portion of the data indicates some of our midshipmen 
have experienced harassment and assault over the four years covered by the 
survey.  It shows that midshipmen's perception of the Honor Concept is 
weaker than the other academies, and it shows men and women midshipmen 
believe the other gender receives preferential treatment.  It also provides 
specific data about the number and nature of sexual assaults involving both 
men and women.

Annually the Naval Academy also conducts a survey to measure midshipmen's 
attitude and experiences in a variety of areas, including sexual harassment, 
misconduct and assault.  Our most recent survey, conducted in October 2004 
shows that we're making steady progress in several areas such as sexual 
harassment, assault, perceptions of fairness, and overall satisfaction. 
These issues require sustained and constant attention, but we are encouraged 
by the most recent survey results.

Sexual harassment, misconduct and assault are not tolerated in the Navy and 
Marine Corps and they are not tolerated at the Naval Academy.  Preventing 
and deterring these is a key focus for us in Annapolis.  We strive to 
establish a climate which encourages reporting of these incidents, so we can 
support the victim and deal with allegations fairly and appropriately.  One 
incident of sexual harassment, misconduct, or assault is too many.  However, 
when incidents do occur, we want to encourage reporting so that we can 
provide maximum support to the victim and resolve the issue appropriately.

The very idea that anyone here at the Naval Academy could be part of an 
environment that fosters sexual harassment, misconduct, or even assault is 
of great concern to me; it keeps me awake at night.  Preventing and 
deterring this unacceptable behavior that I and all the Academy leaders take 
to heart.  Each of us expects our peers and subordinates to uphold the 
highest standards, and in so doing, set the very best example of leadership 
for our midshipmen to emulate.

I ask for your continued help in ensuring that our policy gets out to our 
Alumni and parents.  Thank you.

Effective immediately, non-members will no longer be permitted to dine at 
the O Club unless accompanied by a member.  The change in policy at the 
Officer's and Faculty Club at USNA was announced yesterday in the Washington 
Post.  (Quoted Below.)

The biggest consequence of this change is that only members and their 
accompanied guests may use the facility.  This reverts to an older policy 
which stipulates that ONLY Firstie Midshipmen are eligible for membership in 
the O Club.  Other Mids and their families may no longer use the facility 
for such things as Sunday Brunch unless accompanied by a member.

Individuals requesting reservations (or arriving for previously made 
reservations) will now be asked for their membership number in addition to 
other reservation  information.  Your Firstie will know if he/she is a 
member and can make reservations using his/her membership number for your 
group.

With Easter Sunday coming, this may make a significant difference in many 
plans for the weekend.  Please read the article below and proceed 
accordingly.

Naval Academy Brunch Closed to Outsiders
Policy Changed After News of Post Review

The U.S. Naval Academy's Officers' and Faculty Club has reversed a practice 
of allowing civilian nonmembers to eat Sunday brunch at the club.

The change, announced last week by Elvis Bond, director of the academy's 
retail dining, came after the Naval Academy was informed that The Washington 
Post had prepared a short review of the traditional Sunday event for a
community guide to be published April 21.

As of last week, people making reservations for brunch were required to 
provide their club membership number.

Bond, who oversees the club, said that support for the brunch among members 
had grown in recent months and that civilian support was no longer needed.

He would not address the timing of the change in practice.

Before last week, civilians who were not members of the club and were not 
accompanied by a member could make reservations for Sunday brunch.

Civilians, while not allowed to drive on campus since the Sept. 11, 2001, 
attacks, were directed to walk through Gate 3, which is adjacent to the 
stone-and-clapboard club, just opposite the Navy Chapel.

Information about the brunch was contained on the club's Web site and had 
been cited on various regional food discussion boards as a delightful way to 
spend a Sunday in Annapolis.

A Post restaurant reviewer anonymously attended the brunch in early 
February, though clearly stating that she was not a member of the club and 
was not being accompanied by a member. She and her guest showed 
identification to enter the academy grounds, but were not asked for 
identification or membership information at the club.

Nonmembers were charged a higher price for the buffet brunch ($16.95, versus 
$13.95 for members) and payment by credit card was accepted.

This month, The Post informed the Naval Academy that a review of the brunch 
was being readied.

After learning of the upcoming review, Deborah Goode, a spokeswoman for the 
academy, said that civilians had never been allowed to attend club brunches 
unaccompanied, and that a woman taking reservations had made a mistake.

In a subsequent e-mail to The Post, Bond said that some years ago a former 
manager at the club had begun the practice of allowing civilians to attend 
brunch unaccompanied by a member as a way of augmenting revenue for the
club, whose members' attendance was not supporting the Sunday meal. Bond 
said he had ordered the club's long-standing policy excluding the public to 
be enforced.

Most military clubs do not allow civilians to attend unless accompanied by a 
club member.

Under the Officers' and Faculty Club policy, which Bond said had been in 
place since 1992, people who are eligible for membership include 
commissioned officers of all the U.S. armed services or their reserve 
components and those on the official retired list.

Naval Academy seniors [Firsties], employees, serviced-connected civilian 
personnel with a grade of GS-7 or above and un-remarried widows of Naval 
officers, among others, may also join.

We like to stay on top of things at USNA-Net.  We were reminded by the 
election of new officers at our Northeast Ohio Naval Academy Parents Club 
(NEONAP) that most local parents clubs around the country will be passing 
the baton to a new group of administrators this Spring.  The new Presidents 
of NEONAP have enthusiastically risen to the new tasks of their offices with 
a flurry of emails to the members including reminders of coming events and 
meetings.  Things are off and running again for the new year at NEONAP.

It occurred to us that this must be happening all across the country and 
that the new crop of club officers might really benefit from being able to 
discuss their club's needs and doings with other club officers around the 
country, sharing experiences and advice on all manner of topics that relate 
to the operation of their local clubs including such topics as Member 
Recruitment/Retention, Event Planning, By-Laws, Dues, Newsletters, Fund 
Raising, Handbooks, Corporate Sponsorships, etc.  All manner of things that 
might benefit YOUR local club.

At USNA-Net, our sole purpose is to provide help to parents.  This includes 
helping local Parents Clubs where ever and whenever possible.  To that end, 
we have instituted a NEW LIST...

    USNA-Clubs...

If you are an officer or committee chairperson at your local club, you are 
cordially invited to join other officers as charter members of USNA-Clubs.

Membership in USNA-Clubs is ONLY open to current or past Parents Club 
Officers.  This is meant to include, Presidents, Vice Presidents, 
Secretaries, Treasurers, Committee Chairpersons and Newsletter Editors.

We feel that the USNA-Clubs list will allow its new members to share advice 
and support on how their club operates; how things are organized; and what 
works or what doesn't work at their own club with other club officers across 
the nation.     They can ask questions and get responses from others who 
have encountered the situation in their own club over the past years. 
Everyone will benefit from the shared knowledge and your local club will 
become stronger and even better organized than it already is.  It's a growth 
opportunity for everyone involved.

But...  We need your help...    Since all of the USNA Parents' Clubs' 
Officers are not necessarily members of USNA-Net and won't receive this 
invitation to join USNA-Clubs, we would ask all of our members to share this 
email invitation to join the new list with their Parents' Club Officers.

Simply forward this message to all of your local Parents' Club Officers, 
Committee Chairpersons and Newsletter Editors.  All of the group doesn't 
have to join.  Any or all are invited without cost or obligation.

We will accumulate member information for a week or so and then launch the 
new service with a special announcement message to get the group up and 
running.  If they are already members of USNA-Net, just have them drop us an 
email asking to be placed on the new USNA-Clubs list.  If they don't already 
belong to USNA-Net, have them visit www.USNA.org and fill out the member 
subscription form they will find in the "How to Subscribe" link in the main 
menu.

Help us to help local clubs across the country by inviting their officers to 
join other officers in USNA-Clubs.

Faculty, Staff, Coaches and Brigade,

It is with deep sadness that I inform you of the passing of Ensign Stacy 
Finley, Class of '04.  Ensign Finley was visiting her family in California 
when she fell ill last week.  She passed away on 24 March.  A member of 25th 
Company and a Quantitative Economics major, Ensign Finley served as Regiment 
1st Lt. in the fall of her First Class year.

A standout on the Women's Soccer team, Stacy became Navy's all-time leading 
goal scorer with her game winner Oct. 3, 2003, against Delaware.  Her hat 
trick just four days later against American made her the Navy's all-time 
leader in points.  Finley's 51-career goals rank fourth in the Patriot 
League, while her 126 points is the sixth-best total in league history.

An exemplary officer who was just beginning her bright career, Stacy Finley 
will be greatly missed by all.

Our prayers and deepest sympathies go out to her family.
