Navy Capt. Bruce E. Grooms has been named the 81st commandant of midshipmen 
at the , the first time an African-American has held the No. 2 post at the 
160-year- old Annapolis military college.

Grooms, a Cleveland native and 1980 academy graduate, will be responsible 
for the day-to-day activities of 4,000 midshipmen as commandant, a title 
equivalent to the dean of students at a civilian university.

One of the first African-American submarine commanders, Grooms assumes the 
academy post 60 years after the plebe year of Wesley A. Brown, who endured 
bigotry and ostracism to become the first black midshipman to graduate.

Grooms will be the highest-ranking black leader in the history of the 
academy.

"It's always significant when an African-American naval officer achieves 
what no African-American has achieved before," said Robert J. Schneller Jr., 
a Navy historian and author of the newly published Breaking the Color 
Barrier: The U.S. Naval Academy's First Black Midshipmen and the Struggle 
for Racial Equality. "It indicates that the Navy's racial policy is 
working."

Academy spokesman Cmdr. Rod Gibbons said Grooms will succeed the departing 
commandant, Capt. Charles J. Leidig Jr., sometime next month. Leidig, who 
came to the academy in September 2003, will serve as the commander of U.S. 
Naval Forces in Guam. Leidig replaced Marine Col. John R. Allen, the first 
Marine to hold the position.

A highly decorated career submariner, Grooms was until recently the 
commodore of Submarine Squadron Six in Norfolk, Va., where he was in charge 
of four attack submarines. He also served as executive officer of the USS 
Pasadena during two tours of duty in the Persian Gulf. His appointment was 
first reported by The Capital newspaper.

Grooms could not be reached yesterday for comment, but former colleagues in 
Norfolk said they are celebrating.

"Captain Grooms is a great submariner," said Lt. Cmdr. Jensin Sommer, 
spokeswoman for the naval and submarine forces in Norfolk. "He's certainly 
representative of the talented group of leaders we have in the submarine 
force, and we're thrilled that he will be second-in-command at the academy."

In 1999, Grooms received the Navy's top leadership honor - the Vice Adm. 
James Bond Stockdale Award - for his command of the USS Asheville, a 
fast-attack submarine. He was also the Arleigh Burke Award nominee for 
commanding the most improved submarine in the Pacific Fleet.

The move will mark Grooms' second posting to the academy, where he served as 
company officer in the mid-1980s. Grooms was the coach of the basketball 
team at the academy, and graduated with a degree in aerospace engineering. 
In 2000, he received a Lifetime Achievement Award from the National Society 
of Black Engineers.

Grooms, who was a National Security Affairs Fellow at Stanford University, 
also holds a master's degree in national security and strategic studies from 
the Naval War College. Vice Adm. Rodney P. Rempt, the superintendent of the 
academy, previously served as president of the war college.

Rempt was not available for comment, Gibbons said.

In Black Submariners in the United States Navy: 1939-1975, Glenn Knoblock 
wrote that the Navy did not appoint a black submarine commander until 1982. 
In a March interview with the newspaper Navy Compass, Grooms - a member of 
"The Centennial Seven," a group of seven black naval officers who commanded 
boats in the first 100 years of the submarine force - said he's proud of how 
far African-American submariners have come.

"The submarine force has made important strides in its commitment to 
diversity within its ranks," he told the paper.

Attracting a diverse pool of applicants - one that reflects the racial and 
ethnic makeup of the Navy and Marine Corps - has long been a challenge for 
the , where minorities represent about 21 percent of the total applicants. 
Admissions officials said that challenge comes mainly from other colleges, 
which offer full scholarships to students qualified to attend the academy, 
with no five-year commitment.

This year, academy officials voiced concern over a 22.5 percent drop in 
minority applicants from the year before. Although that drop was consistent 
with an overall decline in applications, school officials said the academy 
planned to step up minority recruitment efforts.

Officials said one of the most diverse brigades in the academy's history is 
the Class of 2006, which is made up of 299 minority students - about 
one-fourth of the 1,214-member class.

Grooms is relocating to Annapolis with his wife, Emily, and their two sons, 
Geoff and Jared.

Every year about 200 Plebes in the new class arrive for I-Day without their 
family or friends in tow.

Again this year, USNA-Net members will be gathering at the Mexican Monument 
following the Induction Ceremony to provide the use of our cell phones to 
Unaccompanied Plebes to use to call home.

Following the swearing in ceremony all of the Plebes get about 20 minutes to 
half hour to meet with their families.  During this time, our members 
volunteer the use of their cell phones to allow these unaccompanied Plebes 
to phone home and report in for the last time.  The Plebes get to call home 
and we get to give out hugs and words of encouragement as the Plebes prepare 
to enter Bancroft Hall and begin Plebe Summer.

This Cell Phone Brigade of Parents was the brain child of a few generous 
members of the Southeast Pennsylvania Parents Association (SPPA) about 10 
years ago.  USNA-Net joined the ranks of volunteers when we first heard 
about it six years ago.  Each year since we've had a few more parents 
volunteer.  Three years ago, we were joined by the Maryland Parents and 
Sponsors Club who help us help the unaccompanied Plebes make that all 
important last contact before the start of Plebe Summer.

So if you're in Annapolis on I-Day, Wednesday, June 29th, we invite you to 
join us at the Mexican Monument in the middle of Stribling Walk at 1815 with 
your cell phone in hand and batteries well charged.   The Swearing In starts 
at 1800 and at its conclusion all of the Plebes meet with their parents 
along Stribling Walk to show off their new haircuts, Work Whites and BCGs.

A number of us take pictures while the calls are made and water, sports 
drinks and light refreshments are provided by the Academy.   Your help is 
needed again this year.  Please stop by if you can and bring your cell 
phone(s).

In order to know how many parents will be volunteering, we ask that you drop 
us a note in response to this email.  We'll compile a list of volunteers and 
provide coordination for the group as I-Day approaches.  So if you can help, 
RSPV.

Dear Colleagues:

On behalf of Vice Admiral Rodney P. Rempt, I take pleasure in announcing the 
Class of 2006 Bowman Scholars. Those 13 midshipmen whose names are listed 
below have been approved by Admiral Rempt after a thorough review of their 
performance thus far at the Naval Academy, as well as the promise of their 
exemplary service to the nation as members of the submarine force or the 
nuclear surface Navy.  Each has also been interviewed by Admiral Kirkland H. 
Donald, Director of the Naval Nuclear Propulsion Program, and each 
midshipman has been accepted into the nuclear training pipeline after 
graduation next year.

Bowman Scholars enjoy many exciting enhancements to their overall 
educational experience during and after their time at the Naval Academy. 
These experiences include structured internships that serve as part of their 
midshipman first class summer training regimen, completion of a significant 
research project as a major part of each of their first class academic 
programs, immediate graduate education at the Naval Postgraduate School in 
Monterey, California, or at other fine schools after graduation, and payment 
of their nuclear incentive bonuses immediately upon their designation as 
Bowman Scholars (NOW!). Members of the classes of 2007 and 2008 interested 
in earning their own designation as Bowman Scholars should contact the USNA 
Deputy Director of Research and Scholarship, Professor Joyce Shade, for

address of the messages it sends out, there is no way to tell who that 
person is.

The latest virus is being sent from a forged return address which makes it 
look like it comes from USNA-Net.org using such return addresses as...
    info@USNA-Net.org    or    mail@USNA-Net.org

These emails contain one or two lines of text which typically say something 
like...

"Once you have completed the form in the attached file, your account records 
will not be interrupted and will continue as normal."

And each of these messages has an ATTACHMENT which the message directs you 
to open.

DO NOT OPEN ATTACHMENTS to any email, especially if it looks like one of 
these.

USNA-Net lists will NEVER send you an email with an attachment of any kind.

Our server is incapable of sending attachments with any of our messages.  We 
can't even send you an email with a picture included or with bold or italic 
type.  That is deliberate.  We've set up our server to only send Plain Text 
email without any formatting, inclusions or attachments.

If you see a message that looks like it came from one of our lists but has 
an attachment, be careful.  It is almost certainly one of these viruses from 
an infected member.  Do not open that attached file.  That's where the virus 
is and how it is transmitted.  Email itself can't infect you but the 
attached files that come with email most certainly can.
