Thanks to everyone for their generosity in helping us reach our fund raising 
goal for this year.  We have ended our Fund Raising Campaign for 2005-2006 
Academic year.

Because of your help we will be able to continue our operations for yet 
another year.  All of our lists, our web site and all of our wonderful 
programs like Safe Harbor will be in place for yet another great year of 
Parents Helping Parents.

We received some very generous donations from more members than ever before 
and wish to extend our sincerest thanks to each and every one of you who 
sent in a donation.

Without you, USNA-Net would not be able to do all the things we do for 
parents each year.

The best news is that we are about to make some very fundamental changes to 
our service involving our server and our ability to help our members. 
Within the next few weeks, we will be moving our entire operation from a 
leased Virtual Server to our very own private Server with mirroring and all 
the bells and whistles.  Making this move will increase our server capacity 
over 80 fold while bringing our previously escalating costs back under 
control.  More service - less expense.  We're always looking to make your 
donations stretch as far as possible.

While you won't notice the changes to our server, our lists will undergo a 
few changes making them more efficient and easier to use.  Our web site will 
have room to expand.  Our Search Engines (one for the web site and another 
for the Archives) will be more responsive.  Look for on-line music, 
streaming video and other such things which only come with our new expanded 
server capacity.  And we will be able to offer even more server space to the 
43 Parents Clubs who currently use our services as host for their web sites. 
We currently host 43 of the 56 club web site that exist on the Internet. 
That means more pictures and services for the clubs including extensive 
database features for event scheduling, membership rosters, on-line dues 
collections and all sorts of other club related features.

All of this is possible because of members like you who took the time to 
send in something to help in this year's fund drive.  Thank you.  One and 
all.

While we've hit our goal, we will leave the Donate link in place for a few 
days on our web site at www.USNA.org for those of you who have waited to the 
last minute.  We know there are a few members who still want to participate. 
You'll find our mailing address there along with the On-Line Secure Form if 
you wish to donate on-line.

Thanks again to everyone who participated.  We promise to make this the best 
year yet for USNA-Net and all of our members.

Between the fields where the flag is planted, there are 9+ miles of flower 
fields that go all the way to the ocean. The flowers are grown by seed 
companies. It's a beautiful place, close to Vandenberg AFB.

Check out the dimensions of the flag. The 2002 Floral Flag is 740 feet long 
and 390 feet wide and maintains the proper Flag dimensions, as described in 
Executive Order #10834. This Flag is 6.65 acres and is the first Floral Flag 
to be planted with 5 pointed Stars, comprised of White Larkspur. Each Star 
is 24 feet in diameter; each Stripe is 30 feet wide. This Flag is estimated 
to contain more than 400,000 Larkspur plants, with 4-5 flower stems each, 
for a total of more than 2 million flowers. You can drive by this flag on V 
Street south of Ocean Ave. in Lompoc, CA.

When you receive this, please stop for a moment and say a prayer for our 
servicemen.  This can be very powerful....  Of all the gifts you could give

Well folks, it's starting again.  As football season approaches, we'll start 
seeing tickets Wanted and For Sale.  This is a gentle reminder that messages 
which deal with anything wanted or for sale are prohibited on our lists.  We 
do this for TWO very good reasons.

    1.)    Most of our members already get too many Unsolicited Commercial 
Emails (UCEs) or SPAM messages each day in their email.  We don't want to 
contribute to their load.  Besides, very few of our 3,561 members actually 
need to see messages about who wants tickets or who has them for sale.

    2.)    Most of our members read and delete our messages on they day they 
are sent.  If you advertise tickets for sale today, and Bill or Mary decide 
in a couple of days to go to the game, the chances are that they will have 
deleted your message and not be able to reach you anyway.

INSTEAD...

We ask that you use our Classified Ads on our web site.  They're FREE for 
members to place ads and they may be read by ANYONE who visits our site, not 
just members of the lists.  So your ad is seen by more people AND...  the 
ads stick around for as long as you want.  They will be there a week or 
month from now when Bill or Mary want to buy those tickets.

To view the Classified Ads, simply visit our web site at www.USNA.org and 
click on Classifieds in the Main Menu in the upper left of the main page or 
click on the Classified Ads Newspaper Graphic in the rightmost column.

Either way, you'll be surprised at what you find there.  Homes for rent, 
B&B's, all sorts of items for sale, things Wanted, Services, Caterers, Care 
Package Providers, and lots more.  And things change all the time.  So check 
back often to see the new items in any of six different categories.  We've 
sold trucks, cars, quilts, cosmetics, coins, jewelry...  even Graduation 
Frames at prices that beat the Mid Store.  And we're the only source for 
authentic Bill the Goat wool, sheared from the Academy's Mascot goats each 
year.

And new this year, every ad that offers Tickets For Sale, will include a 
link to a map of the stadium (home and away) so that you can click on the 
seat location and know exactly where those seats will be on game day.

So if you haven't visited the Classifieds, now is the time.  Remember, 
they're only as good as you make them and only member can post ads.  So 
you're helping fellow parents every time you order from those ads.

A moment ago, a few messages were transmitted to you via the regular lists 
that have spent almost a month in the CyperSpace Twilight Zone.  We've 
tracked down what happened and it's very technical so I won't bore you with 
details but...

Those messages which seemed to be totally out of context and are in reply to 
messages you may or may not remember reading in the first place should have 
been transmitted to the lists on 7/25.  Instead, the Internet gremlins 
delayed their transmission until just now.

Please don't think YOU are the ones loosing your grip.  While the messages 
were sent out on 7/25, they waited until now to be delivered.  Talk about 
loosing a letter behind the post office's file cabinet!  Almost too hard to 
believe but it happened.  A close look at the hidden headers will show the 
7/25/05 original transmission dates.

Anyway,  That's what happened.  You can disregard if you wish or respond as 
you feel is appropriate.  Thanks to everyone for your understanding and we 
apologize for any and all confusion this may have caused.

I thought it might be helpful if we reviewed a few things (quickly) about 
the operation of our lists.  It will make things better for all concerned 
and (maybe) lessen our workload here at USNA-Net HQ...

ANONYMOUS MAIL...
All anonymous mail is "hand processed" meaning that you can't send email 
either FROM or TO "anonymous" directly on the lists.  We do this so that you 
can't accidentally send something to everyone that was meant to be 
anonymous.  The Moderators have to pass it along to the list or an 
individual member, so it can take a bit of extra time for us to get to it 
when you send it in.  Please be patient.

PLEASE...  Remember to tell us TWO things when you send it in.  Whether you 
want it A) Sent to everyone or B) sent only to one person and whether you 
want it sent C) anonymously or D) with YOUR identification included.

If you forget to tell us BOTH things, we'll just have to ask and that causes 
extra work and delays your message until we get a response from you.


SHARING YOUR ANSWERS...
You may by now have noticed that our messages now carry a header line that 
asks you to "Share your answer" by hitting the "Reply to All" button when 
you respond.  We have noticed that a majority of you don't send your 
responses to the group.  You only send a note to the individual who asked 
the question.  That's not fair to the hundreds of other members who read the 
question and thought "I'd like to know that, too." but never hear the answer 
because dozens of members send their responses to the individual instead of 
to everyone.  Please use the "Reply to All"  key whenever possible.


RULES...
Just the briefest of reminders that we have Written Rules of Operation for 
the use of these lists. They may be found at www.USNA.org in the main menu 
in the upper left of the main page.  We attempt to enforce them as fairly as 
humanly possible.  We are very serious about them because of our group's 
size.  With over 3,560 members signed up, our Rules are what enable us to 
maintain our focus on our Mission of Parents Helping Parents.

Please do YOUR part by reading and abiding by them at all times.


PRIVACY...
Please remember that while our lists are private and each message carries a 
Warning that the contents must NOT be shared with non-members, we know that 
uncaring members routinely share information they get through our lists with

will eventually get back to your Mid.  Don't embarrass them or say things 
which might cause additional heartache for them.  Don't name Mids who are 
not your own.  They have a right to Privacy and we have to do everything we 
can to insure that their privacy is maintained.

Sandi and I will be headed to Philly for the weekend in a few minutes and 
will be "out of pocket" until Sunday PM, working from our laptop.  We ask 
that you be patient with the lists during this time.

We will try to keep up with things like subscription and address changes but 
they may take a while to get our attention.  The new granddaughter is a 
touch more important.  I know you know what I mean.    :>)

Everything should continue as usual, the lists pretty much run themselves 
but Moderator responses on things like anonymous postings will be slower 
than usual because that all is done manually.

Speaking of things that need the Moderators attention on a daily basis...  I 
should have included this in last Monday's notes about list operations and 
things but I forgot.  So here it is...

Messages which quote the "Original" Email within their response are no 
longer accepted by our USNA-Net server.  We announced this change in policy 
in February of 2004 to reduce the burden such duplication forces upon our 
Archives and to make the use of our Web Site's Search Engine that much more 
efficient.   A lot of you are still putting the entire original at the 
bottom of your responses to messages.  Each time you do, the message bounces 
to our Moderators and we have to send you back a note reminding you of the 
new policy and telling you to resend the message without the original copied 
inside your response.  It's really important that you DON'T include the 
original message in your responses to keep things flowing smoothly in our 
system.

Plus, no one needs 50 messages in a day that all include another whole 
message (or two or three) at the bottom.  If you need to remind us of the 
topic, include a snippet of a few lines between <<<  >>> at the top of your 
response.

So check this short list of links often, it's constantly changing as your 
needs as members change during the year.

Also, if you can't find what your looking for on our Main Page, look in the 
SITE INDEX.  There are over 450 links there of just about everything we can 
find that will be of interest to parents of Mids.  Maps, links to info on 
Class Rings, Insurance, How to Address Mail and Email...  If it has to do

Check there when your stumped.  If you still don't find it, there is a 
Search Engine there which searches the Web Site's 700 pages for you.

references to what you're looking for.  If someone ever asked that question

Alumni, Parents and Friends of the Naval Academy,

At the U.S. Naval Academy, our mission is to develop midshipmen morally,
mentally and physically to become combat leaders of the highest character to
lead Sailors and Marines.
With this in mind, we endeavor to develop a professional culture at the
Academy that fosters dignity and respect among midshipmen, while also
encouraging personal responsibility and accountability. Our approach closely
parallels the Fleet and Marine Corps. We expect our midshipmen to live and
uphold the highest standards, just as they will be expected to do so as
officers in the Navy and Marine Corps.

The standard we set is very clear: we do not tolerate sexual harassment,
misconduct and assault. Our goal is to prevent these unacceptable behaviors
from ever occurring by comprehensive education, sensitivity training and the
consistent enforcement of standards. This includes preventing and discouraging
fraternization, which breaks down natural distinctions in rank and can lead to
sexual harassment, misconduct or assault especially in the unique military
environment that exists in Bancroft Hall.

Off-color jokes, sexual innuendo and other disrespectful actions tear at the
very fabric of unit cohesion and teamwork. If allowed to persist, the command
climate can quickly erode into one that is coercive and hostile instead of one
that is inclusive and cohesive. We work to educate all hands about
expectations and implement standards through easily understood procedures.
When necessary, we enforce our standards and hold individuals accountable
through counseling, remedial measures and/or punishment. In order to make
these standards real, our leadership, including military and civilian faculty,
staff and upper-class midshipmen, are expected to set the example by
personally meeting our high standards and by demonstrating professionalism
both on and off duty.

Towards this end, we welcome review of our programs, and the sharing of
information we can use to improve our efforts to prevent and deter sexual
harassment, misconduct and assault. In the past two years, the Naval Academy
has briefed several groups, including the Defense Task Force on Sexual
Harassment and Violence at the Military Service Academies, about our
prevention, deterrence and response programs. We encouraged our midshipmen,
staff and faculty to be open and honest with these groups so that we have the
benefit of a thorough assessment of our efforts to date, and can gain their
expert advice in shaping our programs to better meet our goal of zero
incidents of sexual harassment, misconduct and assault.

This afternoon, the Defense Task Force on Sexual Harassment and Violence at
the Military Service released their report. We applaud the findings and
recommendations, which you can find online at http://www.dtic.mil/dtfs/. The
Defense Task Force's comprehensive review and insightful recommendations will
help us improve our efforts to prevent and deter sexual harassment, misconduct
and assault. The report addresses several areas including:

- Improving the culture at the Service Academies. Teaching our midshipmen to
be inclusive of all -- regardless of race, gender or background -- to value
diversity and to develop teamwork with their shipmates. Our survey trends
suggest things are improving, but we still have some work to do to improve how
our young men and women treat each other in the Brigade.

- Providing expanded confidentiality to ensure privacy and encourage reporting
of incidents. We are encouraged to see that more and more of our midshipmen
are confronting harassment and coming forward to seek counseling or care.

- The need for trained leaders and counselors as well as adequate resources
for required programs. We have already hired a specially trained counselor in
the Midshipman Development Center and are sending more officers, senior
enlisted and midshipmen to training.

- Victims' Rights and Support. Keeping our focus on providing immediate care
and support to the victim. We have ongoing refresher training to the
midshipmen and faculty/staff on specific procedures and care available.

- Formalizing awareness training and education in our curriculum including
testing and grading.

- Clearer legal procedures to get at the facts in criminal cases so we can
both protect the rights of the accused and hold perpetrators accountable.

- Formalizing relationships with the civilian community for victim support,
which we completed during the summer with seven such organizations in the
local community.

With the benefit of the Defense Task Force's recommendations, we continue to
provide the best possible education for our midshipmen and are striving to
establish a climate at USNA which discourages sexual harassment, misconduct
and assault, as well as encourages reporting when incidents occur. We want to
fully support victims and deal with allegations fairly and appropriately. The
very idea that any member of the Naval Academy family could be part of an
environment that fosters sexual harassment, misconduct, or even assault is of
great concern to our leadership in the Yard, and is contrary to all we are
trying to do and achieve. Preventing and deterring this unacceptable behavior
is a leadership issue that I expect every one associated with the Naval
Academy will take to heart.

The public trusts that the Service Academies will adhere to the highest
standards and that we will serve as beacons that exemplify character, dignity
and respect. I need your help to ensure we measure up to that trust and that
our message gets out to our Alumni and parents.
