Hello All


I'm passing on information I received this week from the NavyLax.org website 
(http://www.navylax.org/index.jsp). The website is home to a very active 
Navy lacrosse community made up of alumni, friends and family.


"The Wounded Warrior Project is the charity that is headed by our Brother in 
Arms, John Fernandez - Army 2001 Lacrosse Team Captain, who sacrificed both 
of his legs in service of our country in the Middle East when he was wounded 
in 2003. He has returned to the United States and is the Executive Director 
of the Wounded Warrior Project.

John has learned to run on two prosthetic legs and praises God for his 
recovery, but the Wounded Warrior Project is dedicated to helping the other 
50,000+ returning veterans who have suffered in service to our country in

Warrior Project.  We can help the Wounded Warrior Project receive a gift of

To all,

With every new administration there is change.  Some changes are minor, 
while others are quite extensive.  This new administration is no exception. 
Mike and I have been through many new Superintendents and Commandants ... 
and each has left their imprint on the Brigade and the Academy.

Many of you may be hearing from your upper-class mids about new regs.  Some 
may be upset with the proposed changes.

Here's the thing.  On USNA.org, we never discuss (either pro or con) the 
regs, the rules or the leadership in any way.  We just don't do it.  It's 
not our place.  (It's actually in our Rules of Operation - rule #3).

If your mid has any problems with the new regs and vents to you, it's your 
job, as good Navy parents, to listen, to offer your support, and to help 
them realize that this is all a part of becoming, and being, good leaders. 
Remember "Semper Gumby?"  Well it applies to your mids, too.

The only thing that never changes about the Navy is that anything is likely 
to change!  :>)

But we can't turn new regs or new administrations into topics on our lists.

that everyone is talking about.  I know that you all want to know what's 
happening, but please remember that we do not discuss Academy policy on our

Parents,

In support of the Superintendent's vision for the Naval Academy, I have 
directed several operational changes to help us focus on the mission of 
developing our midshipmen into junior officers.  Everything we do will 
directly support the mission of "developing midshipmen morally, mentally and 
physically to serve."  Other activities will be a lower priority.  As we are 
a nation at war, we do not have the luxury of letting our midshipmen learn 
about life in the Fleet and Marine Corps once they get there.  They need to 
be ready to lead Sailors and Marines on Commissioning Day.

 Specifically, I have directed that:

- Mandatory study hour be reinstated Sunday night through Thursday night for 
all classes and Sunday night through Friday night for Third Class and Fourth 
Class Midshipmen.

- There will be no week night liberty.  Later in the fall semester, First 
Class Midshipmen may have an opportunity to earn limited week night liberty 
for outstanding performance.  This supports the implementation of mandatory 
study hour.

- Weekend liberty will not commence until after evening meal formation 
Friday night for First Class Midshipmen, after evening meal for Second Class 
Midshipmen and after Saturday noon meal formation for Third and Fourth Class 
Midshipmen.

- Midshipmen participation in extra-curricular activities (ECAs) have been 
limited both in the number of activities they may participate in and when 
they may participate.  For ECAs that do not directly contribute to the 
development of Midshipmen, participation is limited to standard liberty 
periods.

- Summer training will be more focused on Fleet exposure to better prepare 
Midshipmen for service as commissioned officers in the Naval Service.  As 
such, all summer training programs will be reviewed and adjusted as 
appropriate with the goal of maximizing time with and exposure to the Fleet.

- Midshipmen uniforms will be reviewed to ensure alignment with the Fleet. 
First Class Midshipmen will now wear the Summer Khaki uniform to better 
highlight and recognize their class distinction as leaders of the Brigade 
and to bring them in line with the Fleet they will enter in 9 months.

- Beginning with Sunday evening meal and ending with Friday noon meal, all 
meals are mandatory for all midshipmen.  Midshipmen will sit at table with 
their squads to provide an opportunity for increased military and 
professional training and personal interaction with the Midshipmen's chain 
of command.  This environment lends itself to developing small unit 
leadership skills and furthers the development of midshipmen of all classes.

- Midshipmen watch and duty requirements have been reviewed and changes made 
to better align with Fleet standards.

- Full Brigade participation in home football games will not change and 
upperclass midshipmen will be allowed to attend away football games and 
other athletic competitions while on liberty.

My direction is to limit distractions from the primary focus of moral, 
mental and physical development, to increase unit cohesion, to better align 
the Brigade of Midshipmen with the Fleet and to stimulate leadership 
opportunity and training. These changes will support our execution of the 
Superintendent's vision of developing Midshipmen morally, mentally and 
physically for the privilege of serving as leaders of Sailors and Marines 
who volunteered to serve their country in a time of war.  I appreciate your 
support in carrying out the mission.
